Minutes of the Salary, Benefit & Insurance Committee Meeting of Consolidated Waterworks District No. 1 held September 8, 2025 at the District's Office. Present: Wilbert Thomas, Chairman Charles Brown Dwayne Hornsby Craig Luke Absent: Kenneth Ellender The meeting was called to order at 5:00 P.M. pursuant to proper notice and posted in the manner required by law. The meeting opened with Roll Call. Ms. Cecilia Norman, CAO, reported that Humana submitted the 2026 Post-65 Retiree Group Health Renewals with a 2.0% increase in premium for the current plan. Blue Cross/Blue Shield (BCBS) offered two plans. One of those plans was $274.00 per participant, but it included a deductible which the current plan does not have. Mr. Chris Lapeyre, Brown & Brown, went to Humana to request rate relief. Humana reviewed our plan and, in consideration of the longevity of our relationship, came back with a reduction in the premium of 8%. This would bring the premium per participant from $346.19 to $318.23. Ms. Norman stated that staff feels the savings on the BCBS plan is not great enough to warrant a change. Mr. Chris Lapeyre, Brown & Brown, and Ms. Christy Furlong, Humana, addressed the Committee and answered questions related to the policy. After discussion, it was moved by Mr. Craig Luke, and seconded by Mr. Dwayne Hornsby, to recommend to the full Board to renew the current Post-65 Retiree Group Health Insurance policy for 2026 with Humana with an 8.0% decrease in premium. The motion was unanimously adopted. At 5:21 p.m., there being no further business for the Committee, it was moved by Mr. Craig Luke, and seconded by Mr. Dwayne Hornsby, that this meeting adjourn.
