Call to Order Chairman Thomas Egan called the meeting of the Winnebago County Board of Supervisors to order at 6:00 P.M. from the Winnebago County Courthouse, 415 Jackson Street, Oshkosh, Wisconsin and virtually by TEAMS. B. Roll Call The following Supervisors were present: 35 – Dowling, Laux, Ulbricht, Holt, Reinke, Hancock-Cooke, Wise, Nussbaum, Stafford, Paterson, Gabert, Binder, Swan, Gilbertson, Mueller, Halbur (arrived at 6:04 pm), Ponzer, Belville, Macho, Hinz, Zellmer, Pluchinsky, Buck, Powers, Hanson, Cox, Gustafson, Bureau, Farrey, Harrison, Frassetto, Egan, O'Brien, Nelson (via Teams) and Miller; Excused: 1 – Lutz. C. Adopt Agenda Prior to adopting the agenda, County Board Chairman Egan informed everyone that agenda item no. L. 7. Ordinance 0183-092025: Amend Winnebago County General Code Chapter 7.02 "Speed Limit Regulations" to include proposed modifications is being pulled off the consent calendar. Motion by Supervisor Farrey, seconded by Supervisor Hanson, to adopt the agenda for tonight's meeting. CARRIED BY VOICE VOTE. All other business conducted by the Board at this meeting will be published following approval of these proceedings at the Board's October 21, 2025, meeting. D. Consent Calendar Consent Calendar Items are those items which are voted on by the Winnebago County Board of Supervisors in a single roll call vote. Committees recommend approval of all items. Any Winnebago County Board of Supervisor may request an Item be removed from the Consent Calendar for discussion. Questions relating to items on the Consent Calendar do not require the item be removed from the Consent Calendar. 1. Coulthard Jr., Town of Neenah, Rezone from I-2 (Heavy Industrial District) to I-1 (Light Industrial District) for tax parcel no. 010-0073-05. (Effective Date: September 17, 2025) 3. ORDINANCE 0182-092025: Amend Chapter 19.32 to Further Define the Sunnyview Exposition Center's Purpose Submitted by: Parks Commission Passage of Ordinance No. 0182-092025 amends General Code of Winnebago County Section 19.32 of the General Code of Winnebago County pertaining to defining the Sunnyview Exposition Center's Purpose. This amendment states that the Sunnyview Exposition Center Grounds is designated as a place of business that public and private sectors may rent the facility per the fee schedule defined in Chapter 19-Exhibit A of Winnebago County Code. Motion by Supervisor Paterson, seconded by Supervisor Stafford to adopt the consent calendar excluding: 8. Ordinance 183-092025: Amend Winnebago County General Code Chapter 7.02 "Speed Limit Regulations" to include proposed modifications VOTE ON CONSENT CALENDAR: CARRIED BY VOICE VOTE. Supervisor Pluchinsky noticed a mistake on the resolution. Motion made by Supervisor Nussbaum, seconded by Supervisor Farrey to make an amendment. On lines 14 and 22, strike "easterly" and replace with "westerly". Vote on amendment. CARRIED BY VOICE VOTE. Vote on ordinance as amended. CARRIED BY VOICE VOTE. Passage of Ordinance No. 183-092025 amends General Code of Winnebago County Section 7.02 of the General Code of Winnebago County pertaining to speed limit regulations. This amendment will lower the speed limit to 30 miles per hour on Witzel Avenue/County Road E in the City of Oshkosh and Town of Algoma A copy of Ordinance No. 183-092025 is available from the Winnebago County Clerk's Office, 112 Otter Avenue, Oshkosh, Wisconsin.
