NOTICE OF PUBLIC HEARING ON PROPOSED 2026 ACTION PLAN AS PART OF THE 2025-2029 CONSOLIDATED PLAN FOR THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)
TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
In accordance with 24 CFR 91.1 Subpart B of the federal regulations relative to citizen participation for Community Planning and Development Programs, the City of Des Moines is requesting public comments regarding its 2026 Action Plan. The City of Des Moines has developed the proposed 2026 Action Plan as part of the 2025-2029 Consolidated Plan for the U.S. Department of Housing and Urban Development (HUD), to be funded pursuant to the Housing and Community Development Act of 1974, as amended. The proposed 2026 Action Plan includes the activities that will be allocated funding after final appropriations are made by HUD.
The proposed 2026 Action Plan is available for review in the Neighborhood Services Department, 602 Robert D. Ray Drive, Des Moines; the City of Des Moines web site, dsm.city, under the Consolidated Plan web page; and all Des Moines Public Library branches. It will remain on file until the plan is approved by the City Council at the anticipated date of November 3, 2025.
NOTICE IS FURTHER GIVEN that the City Council will consider said Action Plan after a public hearing to be held at 5:00 p.m. on November 3, 2025, in City Hall, City Council Chambers at 400 Robert D Ray Drive Des Moines, Iowa 50309.
At the hearing, opportunity to be heard will be given to proponents and opponents of the 2026 Action Plan. In addition, the City Council shall receive written views, comments, objections, and arguments from any resident or taxpayer of the City that are received by the City Clerk prior to 12:00 p.m. on November 3, 2025. Such comments will be attached as an addendum to the Action Plan for consideration by HUD.
The City of Des Moines is pleased to provide accommodations to disabled individuals or groups and encourages participation in City government. Assistive Listening Devices are available for meetings in the City Council Chambers.
Once approved, the final Action Plan will be available at the City's Neighborhood Services Department, 602 Robert D. Ray Dr., Des Moines, Iowa.
