NOTICE OF REQUEST FOR QUALIFICATIONS CITY OF GLENDALE SEWER AND MANHOLE REHABILITATION PHASE VII DESIGN AND CONSTRUCTION ADMINISTRATION SERVICES Project No. 242546 (Bid No. 42600013) INTRODUCTION The City of Glendale is seeking a qualified Consulting Firm or team to provide design and construction administration services for sewer line improvements at various locations. The project will include verifying the existing condition of the sewer pipe and the location of existing utilities, developing the design documents, providing an engineer’s cost opinion, and construction administration services. The City plans to use the services of a Construction Manager at Risk (CMAR) for this project. The City will budget approximately $12M over the next three years for the completion of this project. The improvements will be completed in several phases. It is the City’s desire to have the first design package completed by the end of June 2026 and all construction phases completed before December 2028. PROJECT DESCRIPTION The City’s wastewater collection system is comprised of two water reclamation plants, approximately 700 miles of sewer pipe, and 14,400 manholes and cleanouts. This project is for the rehabilitation of existing 8-inch and 10-inch sewer lines at various locations in the City of Glendale. The work includes installing cured-in-place-pipe (CIPP) liner in existing sewer pipe, the replacement of defective pipe, and the repair and coating of existing manholes. SCOPE OF WORK The selected qualified consulting firm, or team (Consultant) will work closely with various City departments, including Engineering, Water Services, and others, as needed, during all phases of this project. The City will utilize the services of the Consultant for design, probable construction costs, and construction administration services. The Consultant will also be required to verify the existing conditions of the selected sewer pipes and manholes. PRE-SUBMITTAL CONFERENCE A pre-submittal conference will be held on Tuesday, October 14, 2025, at 10:00 a.m. The meeting will be held virtually on Zoom, Meeting ID: 851 1843 7286 Passcode: 568104. At this meeting, staff will discuss the scope of work, general contract issues and respond to questions from the attendees. Because City staff may not have time to respond to individual inquiries regarding the scope outside of the pre-submittal conference, it is recommended that interested firms have a representative attend the pre-submittal conference.
