Sealed proposals will be received by the Ambridge Water Authority of Beaver County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 1:00 PM prevailing time on October 16, 2025 for:
CONTRACT NO. 25-W2
MAIN LEVEL TANK #6 – CLEANING, COATING AND
STRUCTURAL REPAIRS (RE-BID)
The scope of work generally consists of, but not limited to, interior / exterior cleaning and painting of existing welded steel ground water storage tank as well as foundation and other miscellaneous repairs, and all necessary appurtenances and restoration for said construction. Work also includes the furnishing of all labor, superintendence, materials, tools and equipment and performing all work and restoration necessary to complete all General Construction in accordance with the Contract Documents.
A pre-bid meeting will be held for prospective bidders to familiarize themselves with the project site. Attending the pre-bid meeting is not required for submission of bid. The pre-bid meeting will be held at the Main Level Tank Farm in the Township of Harmony, 1700 Spruce Street, Ambridge PA 15003 on Thursday October 2, 2025 at 10:00AM (EST).
All bidders are required to buy the Bid Documents in PDF format for a nonrefundable deposit of $225.00 from QuestCDN using project number 9865327. Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Ambridge Water Authority. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Ambridge Water Authority to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.
The Ambridge Water Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids.
Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract AMBRIDGE WATER AUTHORITY – CONTRACT NO. 25-W2 MAIN LEVEL TANK #6 (RE-BID) A-2 ADVERTISEMENT (6/2024) value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
The Ambridge Water Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Ambridge Water Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Ambridge Water Authority has received all required approvals from other governmental agencies.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
