NOTICE TO BIDDERS
BUCKINGHAM TOWNSHIP
Cold Spring Well No. 4 Radon and PFOA/PFOS Removal Project – General (BT-25-01)
Work includes construction of a process building, underground process piping, and miscellaneous site improvements.
Sealed bids for the Cold Spring Well No. 4 Radon and PFOA/PFOS Removal Associated Contracts, as described in the Project Manuals for Buckingham Township, Contract Documents, and Contract Drawings, will be accepted until 1:00 PM November 10, 2025 by Buckingham Township to be publicly opened and read at approximately 1:00 PM. Bids shall be sealed in an envelope clearly marked:
“Attn: Sealed Bid Inside – Cold Spring Well No. 4 Radon and PFOA/PFOS Removal Project – General (BT-25-01)”
Bidding Documents may be examined at Buckingham Township and at Castle Valley Consultants an ARRO Consulting Company, 10 Beulah Road, New Britain, PA, 18901 weekdays between 8:30 a.m. and 4:00 p.m. Copies of the Bidding Documents may be purchased at the Engineer’s office for a non-refundable fee. Digital copies of each set of Bidding Documents are available for a fee of $25.00. A printed copy of the Bidding Documents may be requested for a fee of $100.00 (There is an additional $10.00 mailing fee). Checks should be made payable to ARRO Consultants, Inc.
A mandatory pre-bid meeting and site visit will be held at the Buckingham Township Building, 4613 Hughesian Drive, on October 7, 2025 at 1:00 PM. Bids will not be accepted from any bidder who does not attend or remain for the duration of the mandatory pre-bid meeting and site visit. Bidders will be required to sign in and sign out to document their attendance.
Questions will be accepted until 1:00 PM on November 3, 2025.
The bid must include all costs incidental to the work of the Project.
Products shall be prequalified as “equals” for use on this project as is described by the Information to Bidders. Bidder shall meet the standards set forth in the Instructions to Bidders.
Bids may not be modified, withdrawn, or canceled within a period of 60 days following the date for receipt of bids without the prior written consent of Buckingham Township.
Buckingham Township reserves the right to waive any informalities, irregularities, defects, errors, or omissions in any or all bids and to reject any or all bids. Notwithstanding any other provision of the Bidding Documents, Buckingham will have complete discretion to award a Contract (or not to award a Contract) to any bidder based on any criteria Buckingham Township deems relevant.
This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
