NOTICE OF PUBLIC HEARING TO ENACT PROPOSED ORDINANCE NO. 277 TAKE NOTICE that the Paradise Township Board of Supervisors will hold a public hearing on Monday, October 20, 2025, at 6:15 p.m., for the purpose of enacting proposed Ordinance No. 277, which Ordinance amends and restates Chapter 110 Sewage Disposal, to include new definitions, correct typographical errors, and provide the form Holding Tank Agreement and System Maintenance Agreement. The hearing will be convened during the regular meeting of the Board of Supervisors which starts at 6:00 p.m., at the Paradise Township Municipal Building, 5912 Paradise Valley Road, Paradise Valley, PA. After the hearing and during the continuance of the regular meeting, the Board will consider, if in order, the passage of Ordinance No. 277 as well as other business coming before the Board at that time. In lieu of the full text of the proposed Ordinance No. 277, the following summary is provided: ORDINANCE NO. 277 AN ORDINANCE OF THE TOWNSHIP OF PARADISE, MONROE COUNTY, PENNSYLVANIA, TO AMEND AND RESTATE CHAPTER 110 SEWAGE DISPOSAL ADOPTED BY THE BOARD OF SUPERVISORS OF PARADISE TOWNSHIP ON FEBRUARY 19, 2025, BY ORDINANCE NO. 274, WHICH AMENDMENTS INCLUDE 1) AMENDED SECTION 110-3 TO ADD NEW DEFINITIONS FOR THE TERMS "ABSORPTION AREA" AND "AGGREGATE," REVISE THE DEFINITIONS FOR THE TERMS "EQUIVALENT DWELLING UNIT" AND "LOT," DELETE THE TERMS "OWNER" AND "PERSON," AND CORRECT A TYPOGRAPHICAL ERROR IN THE DEFINITIONS OF THE TERMS "INDIVIDUAL ONLOT SEWAGE SYSTEM" AND "COMMUNITY ONLOT SEWAGE SYSTEM."; 2) AMENDED SECTION 110-5 TO ADD CLARITY TO SECTION 110-5.C., INCLUDE PROCEDURES IN SECTION 110-5.H. FOR HANDLING CHANGES IN USE OF PROPERTIES ALREADY SERVED BY AN EXISTING SEWAGE FACILITY, AND TO MAKE TYPOGRAPHICAL CORRECTIONS TO THE TEXT IN SECTIONS 110-5.I. AND 110-5.N; 3) AMENDED SECTION 110-6 TO ADD A NEW SUBSECTION C TO SPECIFY THAT SEWAGE FROM A HOLDING TANK MAY ONLY BE DISPOSED AT A SEPTAGE DISPOSAL SITE, ALL OTHER METHODS OF DISPOSAL BEING PROHIBITED; 4) AMENDED SECTION 110-7 TO UPDATE AN INTERNAL CROSS-REFERENCE IN SECTION 110-7.E.(8), AND TO INCLUDE IN SECTION 110-7.G. THE REQUIREMENT THAT THE OWNER OF A COMMUNITY ONLOT SEWAGE SYSTEM MUST ENTER INTO A COMMUNITY ONLOT SEWAGE SYSTEM MANAGEMENT AGREEMENT PRIOR TO THE ISSUANCE OF ANY PERMIT FOR THE SYSTEM. A FORM COMMUNITY ONLOT SEWAGE SYSTEM MANAGEMENT AGREEMENT IS INCLUDED WITH THE ORDINANCE AS ATTACHMENT 1. THE HOLDING TANK AND SYSTEM MAINTENANCE AGREEMENT, AS REFERENCED IN SECTION 110-8, HAS BEEN RELABELED AS ATTACHMENT 2; 5) AMENDED SECTION 110-8 THROUGHOUT TO MAKE TYPOGRAPHICAL CORRECTIONS TO THE TEXT AND TO UPDATE INTERNAL CROSS-REFERENCES; 6) ADDED A NEW SECTION 110-9, AND RE-NUMBERED SUCCEEDING SECTIONS ACCORDINGLY, TO INCLUDE REPORTING REQUIREMENTS FOR LARGE VOLUME ONLOT SEWAGE SYSTEMS, INDIVIDUAL SEWERAGE SYSTEMS, AND COMMUNITY SEWERAGE SYSTEMS; AND 7) PROVISIONS FOR SEVERABILITY, REPEALER, AND AN EFFECTIVE DATE.
