NOTICE OF PUBLIC HEARING
BOROUGH OF SOUTH PLAINFIELD PLANNING BOARD

PLEASE TAKE NOTICE that 1111 Durham Associates, LLC ("Applicant"), seeks approval of its Amended Preliminary & Final Major Site Plan ("Amended Application") from the Borough of South Plainfield Planning Board ("Board") pertaining to a 27.5-acre parcel located in the AH-4 Affordable Housing Zone at 1111 Durham Avenue, designated on the Borough of South Plainfield's Tax Map as Block 550, Lot 3 ("Property"). By Resolution adopted by the Board on November 12, 2019, as amended by Resolution dated December 12, 2022, the Planning Board previously approved a 410-unit residential development inclusive of 82 affordable units, a 10,200 s.f. 2-story clubhouse, pool and cabana, and other recreational amenities, with associated variances and waivers.
The Applicant proposes the following amendments: (1) modify trash enclosure near Building 22 and eliminate enclosure near Route 287; (2) add recreational amenities including 2 pickle ball courts and a barbeque area; (3) adjust the elevations of the grading, storm grate, and floor for Buildings 6 – 19, 20, and 22 – 27; (4) adjust transformer locations per utility company; (5) reconfigure the affordable unit distribution in Buildings 28 – 31; (6) adjust building footprints to enlarge breezeways in Buildings 28 – 31; (7) relocate 1,180 s.f. cabana; and (8) adjust associated site improvements.
Due to the relocation of the cabana, the Applicant requests a variance from Borough Code § 540-51.1.C(8)(g), which requires a minimum building separation of 30 ft; whereas 10.5 ft is proposed between the cabana and Building 23. The Applicant seeks to continue all previously granted variances and waivers and may also request additional variances, waivers and/or exceptions as may arise or be deemed necessary during the course of the hearing on the Application or that result from any changes to the site plan as may be requested by the Planning Board or its staff, consultants, members of the public, or by the Applicant.
The Planning Board will conduct a Public Hearing on this application on Tuesday, October 14, 2025, at 7:00 pm, in-person in the South Plainfield Municipal Building, located at 2480 Plainfield Avenue, South Plainfield, New Jersey, or at such date to which the matter may be adjourned or carried. Any interested person may attend the hearing either in person or by attorney, and be given an opportunity to be heard with respect to the approval sought by the Applicant. The Amended Application, maps, plans and related supporting materials are on file and available for inspection in the Planning and Zoning Board office of the Municipal Building at 2480 Plainfield Avenue, South Plainfield, NJ 07080 between 8:00 am and 4:00 pm, Monday through Friday, excluding holidays.
