TOWNSHIP COUNCIL OF THE TOWNSHIP OF PARSIPPANY-TROY HILLS PUBLIC NOTICE NOTICE OF PENDING BOND ORDINANCE AND SUMMARY The bond ordinance, the summary terms of which are included herein, was introduced and passed upon first reading at a meeting of the governing body of the Township of Parsippany-Troy Hills, in the County of Morris, State of New Jersey (the "Township"), on September 25, 2025. It will be further considered for final passage, after public hearing thereon, at a meeting of the governing body, at the Municipal Building to be held on October 21, 2025 at 7:00 p.m. During the week prior to and up to and including the date of such meeting copies of the full ordinance will be available at no cost and during regular business hours, at the Clerk's office for the members of the general public who shall request the same. The summary of the terms of such bond ordinance follows: Title: ORDINANCE 2025:19 BOND ORDINANCE PROVIDING FOR VARIOUS 2025 CAPITAL ACQUISITIONS AND IMPROVEMENTS FOR THE TOWNSHIP OF PARSIPPANY-TROY HILLS, IN THE COUNTY OF MORRIS, STATE OF NEW JERSEY (THE "TOWNSHIP"); APPROPRIATING $11,130,720 THEREFOR (INCLUDING A $261,720 STATE OF NEW JERSEY DEPARTMENT OF TRANSPORTATION GRANT AND REAPPROPRIATION OF EXCESS BOND AND NOTE PROCEEDS IN THE AMOUNT OF $3,959.08) AND AUTHORIZING THE ISSUANCE OF $10,360,700 BONDS OR NOTES OF THE TOWNSHIP TO FINANCE PART OF THE COSTS THEREOF Purpose(s): The bond ordinance provides for various 2025 capital acquisitions and improvements for and by the Township, including, but not limited to, (i) upgrades to the audio visual equipment in the Council Chambers, (ii) replacement of a musco light system at A Field, replacement of the roof at Parks Center, and repairs to the building and the replacement of doors at the Parks and Forestry Building, (iii) purchase of patrol vehicles for the Police Department, (iv) upgrade and replace in-house voice recording system and software and the purchase of surface tablets and replacement of radio antennas for the Police Department, (v) purchase of sports utility vehicles for Zoning, Fire, Construction and Housing Departments, (vi) purchase of tablets and monitors, and a scanner, printer and copier for the Construction Department, (vii) upgrade and replacement of software, i-pads and related equipment for the Housing Department, (viii) purchase of a Ford F350 pickup truck, (ix) purchase of various vehicles, including, but not limited to ,an 8 ton hook lift asphalt hot patcher, mason dump trucks, a John Deere loader, and an equipment trailer for Cat excavator, (x) purchase of various sanitation packer trucks, (xi) design, permitting and replacement of the failing corrugated metal culvert under Grecian Street, (xii) Intervale Area Reconstruction Phase II consisting of various roadway improvements to the Intervale section of the Township, including, but not limited to, drainage upgrades and road resurfacing, (xiii) Phase X roadway improvements to various streets, including but not limited to, Mr. Tabor Road, which shall also include drainage improvements, water and sewer upgrades, curbing, road reconstruction and wall repairs, (xiv) roadway improvements along Mountain Way, including but not limited to, drainage improvements, water and sewer upgrades and road reconstruction, (xv) improvements around Lake Parsippany, including, but not limited to, the cleaning and repairing of sediment traps, gabion baskets, rip rap and pavement on dikes, dams, and pipes at Everett Basin and other water quality improvements, (xvi) purchase of an ambulance, (xvii) replacement of vehicle mobile data terminals and Phase 2 replacement of vehicle cameras, fleet tracking and radio equipment, and (xviii) tennis court roof replacement at the Community Center.
