PUBLIC NOTICE
NOTICE OF PENDING BOND ORDINANCE AND SUMMARY
The bond ordinance, the summary terms of which are included herein, was introduced and passed upon first reading at a meeting of the governing body of the Township of Parsippany-Troy Hills, in the County of Morris, State of New Jersey, on September 25, 2025. It will be further considered for final passage, after public hearing thereon, at the Municipal Building in the Township on October 21, 2025 at 7:00 p.m. During the week prior to and up to and including the date of such meeting, copies of the full ordinance will be available at no cost and during regular business hours at the Clerk's office for the members of the general public who shall request the same. The summary of the terms of such bond ordinance follows:

BOND ORDINANCE PROVIDING FOR VARIOUS 2025 CAPITAL ACQUISITIONS AND IMPROVEMENTS FOR THE WATER UTILITY OF THE TOWNSHIP OF PARSIPPANY-TROY HILLS, IN THE COUNTY OF MORRIS, STATE OF NEW JERSEY; APPROPRIATING $7,575,000 THEREFOR (A PORTION OF WHICH APPROPRIATION INCLUDES THE REAPPROPRIATION OF BOND AND NOTE PROCEEDS IN THE AMOUNT OF $2,767,844.30) AND AUTHORIZING THE ISSUANCE OF $4,807,155.70 BONDS OR NOTES TO FINANCE PART OF THE COST THEREOF
Purpose(s):
The Bond Ordinance provides for various capital acquisitions and improvements for the Water Utility of the Township, including, but not limited to, (i) planning, designing, permitting, constructing and commissioning new Water Treatment Plants to remove PFAS and other related contaminants from the Township's water supply; (ii) water infrastructure replacement pursuant to the Water Quality Accountability Act (WQAA) as mandated by the New Jersey Department of Environmental Protection ("NJDEP"); (iii) well redevelopment/rehabilitation, including, as applicable, the mechanical and chemical removal of built-up material from the existing well columns and screens to increase performance and pumping capacity of various wells, which shall also include, as applicable, the replacement of any major components associated with the wells (well pump, motor, column pipe, screen, discharge head assembly, and valving); (iv) conducting a Township-wide, NJDEP mandated, permanent leak detection program, which involves the deployment of permanent leak locating and data logging equipment throughout the entire water distribution system; (v) the upgrade and replace facility gate valves, control valves, surge release valves, air release valves and other appurtenances to the existing Water Utility facilities which include booster pumping stations, well stations, treatment plants and water storage tanks; (vi) a water meter replacement program throughout the Township; and (vii) the replacement of a dump truck for the Water Utility.
