The County Board of Supervisors of the County of Marathon convened at the courthouse and by WebEx at the Marathon Courthouse, in the City of Wausau, on Thursday, September 18, 2025 and was called to order by Chairperson Gibbs at 6:00p.m. The Pledge of Allegiance to the Flag was recited, followed by a moment of silence/reflection and the meeting notice was read.

#O-44-25 – Amend Section 3.30
NOW THEREFORE BE IT RESOLVED, the Marathon County Board of Supervisors does hereby ordain to amend Section 3.30 of the General Code of Marathon County to read as follows:
3.30 Dog License Tax Effective with the 2026 Dog License, the minimum statutory Dog License Tax set forth in §174.05, Wis. Stats., shall be increased to $20.00 for an unneutered male dog or unspayed female dog and $12.00 for a neutered male dog or spayed female dog or one half of these amounts if the dog becomes five months of age after July 1 of the license year; and to increase the Multiple Dog (Kennel) License fee to $80.00 for 12 or fewer dogs and $12.00 for each dog tag in excess of 12. The dog license tax will increase each year by an amount that is up to the inflation rate using the Consumer Price Index (CPI-U) or as otherwise directed by the County Board. If the statutory state minimum is increased, the total Dog License Tax shall increase accordingly as well. All additional revenues shall be deposited in the Dog License Fund established
pursuant to §174.09, Wis. Stats.,and paid out as provided in said statute.
BE IT FURTHER ORDAINED AND RESOLVED that this Ordinance shall take effect upon passage and publication as provided by law.

#O-45-25 – Amending Section 7.04(6) to Establish a 4-way StopNOW, THEREFORE, BE IT RESOLVED, that the Marathon County Board of Supervisors hereby amends Section 7.04(6) of the General Code to include the following intersection as a designated four-way stop:
County Road X, County Road XX, and Pine Road – Village of Kronenwetter, Section 1, Township 27N, Range 7E and Section 6, Township 27N, Range 8E.

#R-59-25 – Acceptance of Offer to Purchase 281 Grand Ave, City of SchofieldNOW THEREFORE BE IT RESOLVED, that the Marathon County Board of Supervisors does hereby accept the offer to purchase the parcel located at 281 Grand Avenue in the City of Schofield as presented by the City of Schofield.
BE IT FURTHER RESOLVED, that the Marathon County Board of Supervisors finds that the offer to purchase is at or above fair market value for the parcel in that the offer to purchase exceeds the appraised value of the parcel as determined by two independent appraisals.
BE IT FURTHER RESOLVED, that appropriate Marathon County staff are directed to take all necessary steps to finalize the sale authorized herein.
Fiscal Impact: This resolution would permit a sale of the property located at 281 Grand Avenue in the City of Schofield to the City of Schofield. Any proceeds of the sale which exceed the amounts of delinquent taxes, interest, penalties, and amounts permitted to be deducted under Wis. Stat. § 75.36 must be sent to the former owner of the property. Accordingly, this sale will have no fiscal impact in that it will not increase or decrease any appropriations; however, the sale will permit the county to recover the delinquent taxes, interest, penalties, and costs associated with the clean up and sale of the property.
Legal note: This resolution requires a simple majority vote for approval.

#R-60-25 – Intent to Reimburse from Borrowing ProceedsNOW THEREFORE BE IT RESOLVED, that the Board of Supervisors of the County of Marathon does hereby resolve that:
1. Marathon County shall make expenditures as needed from its funds on hand to pay the costs of the project until bond proceeds become available.
2. Marathon County hereby officially declares its intent under Treas. Regs. Section 1.150-2 to reimburse said expenditures with proceeds of the bonds, the principal amount of which is not expected to exceed $13,000,000.
3. No funds for payment of the project from other sources other than the bonds are, or are reasonably expected to be, reserved, allocated on a long-term basis, or otherwise set aside by Marathon County pursuant to its budget or financial policies.
4. This resolution shall be made available for public inspection at the Marathon County Clerk's Office within 30 days after its approval in compliance with applicable State law governing the availability of records of official acts including Subchapter II of Chapter 19, and shall remain available for public inspection until the bonds are issued.
5. This resolution shall be effective upon its adoption and approval.
FISCAL NOTE: This resolution only declares the county's intent to use bond proceeds later to reimburse itself for qualified expenditures it makes before the bonds are issued. This resolution does not obligate the county to issue bonds or spend funds.
LEGAL NOTE: This resolution is not itself an authorization to issue debt. As such, it requires only a simple majority vote.

#R-64-25 – Designation of Highway Reserve Funds for New Highway FacilityNOW THEREFORE BE IT RESOLVED, that the Board of Supervisors of the County of Marathon does hereby resolve to designate $30 million of Highway Reserve funds to this project.
FISCAL NOTE: This Resolution designates $30 million dollars in Highway Reserve funds for a new Highway Facility. Further authorization for the expenditure of these funds will be sought for each project phase.

FISCAL NOTE: This Resolution authorizes the expenditure of up to $75,000 dollars of the designated $30 million Highway Reserve funds for Phase I Design Services and other costs associated with the Phase I Design process and Site Plan Approval process.

#R-66-25 – Approve Disposition of Excess Right-of-WayNOW THEREFORE BE IT RESOLVED, that the Marathon County Board of Supervisors does hereby approve the transfer of .20 acres of excess right of way at County Trunk Highway P and Wescott Avenue in the Town of Eau Pleine to Bethany Mennonite Church at no cost, with Bethany Mennonite Church responsible for all associated transactional costs (including, but not limited to, title search, deed preparation, surveying, and closing expenses). Said sale shall be as-is, where-is.
BE IT FURTHER RESOLVED, that the Marathon County Board of Supervisors further directs Marathon County staff to take appropriate action to complete said conveyance
