NOTICE OF SPECIAL ELECTION   In accordance with Section 100.342, Florida Statutes, NOTICE IS HEREBY GIVEN that the City of New Smyrna Beach, Florida, will hold a Special Election on Tuesday, November 4, 2025. On the ballot, qualified registered electors of the City of New Smyrna Beach will be asked to vote on referendum questions pertaining to proposed amendments to the City Charter. The questions to be placed on the ballot for consideration by the electors of The City of New Smyrna Beach will be: 1. CHARTER AMENDMENT CHANGING THE TERM LENGTH OF MAYOR OF THE CITY OF NEW SMRYNA BEACH Shall the City of New Smyrna Beach adopt revised Charter Sections 2.02 and 3.06, changing the term length of the mayor from two years to four years beginning with the November 2026 election? 1. ENMIENDA DEL ESTATUTO MODIFICAR LA DURACIÓN DEL MANDATO DEL ALCALDE DE LA CIUDAD DE NEW SMYRNA BEACH ¿Debería la ciudad de New Smyrna Beach adoptar las Secciones 2.02 y 3.06 revisadas del Estatuto para cambiar la duración del mandato del alcalde de dos años a cuatro años a partir de las elecciones de noviembre de 2026? 2. CHARTER AMENDMENT ALLOWING A CANDIDATE TO BE ELECTED IN A PRIMARY IF MAJORITY VOTE OBTAINED Shall the City of New Smyrna Beach adopt revised Charter Section 3.05, allowing a candidate to be elected in a primary election if the candidate receives fifty percent plus one vote of the votes in the primary election? 2. ENMIENDA DEL ESTATUTO PERMITIR QUE UN CANDIDATO SEA ELEGIDO EN PRIMARIAS SI SE OBTIENE LA MAYORÍA DE LOS VOTOS ¿Debería la ciudad de New Smyrna Beach adoptar la Sección 3.05 revisada del Estatuto para permitir que un candidato sea elegido en una elección primaria si el candidato recibe el 50 % más un voto de los votos en la elección primaria? 3. CHARTER AMENDMENT CHANGING THE CITY CLERK’S EMPLOYMENT CLASSIFICATION FROM CHARTER OFFICER TO DEPARTMENT HEAD Shall the City of New Smyrna Beach adopt revised Charter Sections 2.03, 2.05, 4.01, 4.02, 4.03, and 4.04, to change the city clerk’s employment classification from charter officer to department head of the city manager? 3. ENMIENDA DEL ESTATUTO MODIFICAR LA CLASIFICACIÓN DE EMPLEO DEL SECRETARIO MUNICIPAL DE ENCARGADO DEL ESTATUTO A JEFE DE DEPARTAMENTO ¿Debería la ciudad de New Smyrna Beach adoptar las Secciones 2.03, 2.05, 4.01, 4.02, 4.03 y 4.04 revisadas del Estatuto para cambiar la clasificación de empleo del secretario municipal de encargado del Estatuto a jefe de departamento del administrador municipal? 4. CHARTER AMENDMENT SETTING THE SALARY OF THE CITY COMMISSION BY CHARTER AND INCREASING THE SALARY Shall the City of New Smyrna Beach adopt revised Charter Section 2.11, to set the salary of members of the City Commission by Charter and to increase such salary to 75% of the Volusia County council chair for the mayor, and 75% of the mayor’s salary for the zone commissioners? 4. ENMIENDA DEL ESTATUTO FIJAR EL SUELDO DE LA COMISIÓN MUNICIPAL POR ESTATUTO Y AUMENTARLO ¿Debería la ciudad de New Smyrna Beach adoptar la Sección 2.11 revisada del Estatuto para fijar el sueldo de los miembros de la Comisión Municipal por Estatuto y aumentar dicho sueldo al 75 % del sueldo del presidente del consejo del condado de Volusia para el alcalde, y al 75 % del sueldo del alcalde para los comisionados de la zona? 5. CHARTER AMENDMENT PRIORITIZING, BUT NOT MANDATING, HISTORIC PRESERVATION IN THE CITY OF NEW SMYRNA BEACH Shall the City of New Smyrna Beach adopt revised Charter Section 6.03, to prioritize historic preservation in the city, rather than mandating certain actions related to historic preservation? 5. ENMIENDA DEL ESTATUTO PRIORIZAR, PERO NO EXIGIR, LA PRESERVACIÓN HISTÓRICA EN LA CIUDAD DE NEW SMYRNA BEACH ¿Debería la ciudad de New Smyrna Beach adoptar la Sección 6.03 revisada del Estatuto para dar prioridad a la preservación histórica en la ciudad, en lugar de exigir determinadas medidas relacionadas con la preservación histórica? 6. CHARTER AMENDMENT ESTABLISHING CULTURAL ARTS AS A PRIORITY FOR THE CITY OF NEW SMYRNA BEACH Shall the City of New Smyrna Beach adopt a new Charter Section 6.05, to establish cultural arts as a priority for the City? 6. ENMIENDA DEL ESTATUTO ESTABLECER LAS ARTES CULTURALES COMO UNA PRIORIDAD PARA LA CIUDAD DE NEW SMYRNA BEACH ¿Debería la ciudad de New Smyrna Beach adoptar una nueva Sección 6.05 en el Estatuto para establecer las artes culturales como una prioridad para la ciudad? 7. CHARTER AMENDMENT MANDATING THAT THE CHARTER BE REVIEWED AT LEAST ONCE EVERY 10 YEARS Shall the City of New Smyrna Beach revise Charter Section 7.03, to mandate that the Charter be reviewed by an advisory committee appointed by the city commission at least once every 10 years? 7. ENMIENDA DEL ESTATUTO EXIGIR QUE EL ESTATUTO SE REVISE AL MENOS UNA VEZ CADA DIEZ AÑOS ¿Debería la ciudad de New Smyrna Beach revisar la Sección 7.03 del Estatuto para exigir que este sea revisado por un comité asesor designado por la comisión municipal al menos una vez cada diez años? If the referendum questions are approved by a majority of the voters, the City’s Charter will be amended. Voting will take place at those places set forth as voting precincts and polling places for The City of New Smyrna Beach. All registered electors residing within the City limits of New Smyrna Beach, and in good standing with the Supervisor of Elections will be entitled to vote in this election.
