The Colorado Department of Health Care Policy & Financing (HCPF) invites the public to comment on the following Medicaid reimbursement rate changes.
HCPF intends to submit a SPA and waiver amendments to CMS to rebalance CFC and select waiver rates. The rate rebalance is being conducted in accordance with Long Bill (SB25-206) and the 2024 Medicaid Provider Rate Review Recommendation Report, which is mandated in Colorado Revised Statute, Section 25.5-4-401.5.
HCPF also intends to submit a SPA and waiver amendments to reduce service rates that were previously increased in accordance with the Long Bill. On August 28, 2025, pursuant to Article IV, Section 2 of the Colorado Constitution, and C.R.S. § 24-75-201.5, Governor Polis issued Executive Order D 2025 014 declaring insufficient revenues available for expenditures and ordering the suspension, in whole or in part, of certain State programs or services in order to meet a revenue shortfall for Fiscal Year 2025-26 and balance the state budget. Pursuant to the Executive Order and consistent with the Governor’s Office presentation to the Joint Budget Committee, the Department has reduced all fee for service rates previously increased by 1.6% as a result of legislative appropriations for fiscal year 2025-26. This rolling back of the 1.6% increase is effective October 1, 2025.
The rebalanced rates will be effective July 1, 2025. Starting October 1, 2025 select rates will reflect the 1.6% decrease. An updated fee schedule reflecting these rate changes will be posted on the Department’s website at https://www.colorado.gov/hcpf/provider-rates-fee-schedule
