REQUEST FOR PROPOSALS/QUALIFICATIONS
ADMINISTRATIVE BUILDING, FIRE STATION LAND
ACQUISITION, AND FIRE STATION
WABASH TOWNSHIP, TIPPECANOE COUNTY, INDIANA
Written offers to a Request for Proposals/Qualifications for the purpose of providing a Public-Private-Partnership will be received by Wabash Township, Tippecanoe County (the “Township”), 2899 Klondike Rd, West Lafayette, IN 47906 until 8:30 am Eastern time on October 15, 2024, for a Public-Private Agreement (as defined in IC 5-23-2) related to the potential constructing, operating, transferring, and developing of an administrative building, the potential acquisition of land for a fire station, and the potential designing, constructing, operating, transferring, and developing of a fire station (the “Projects”) pursuant to the applicable provisions of the Indiana Code, including, but not limited to, Indiana Code Section 5-23. Submittals must be delivered via electronic mail to Patrick Grimes (the Township's “owner's representative”) at patrick@plg-group-inc.com no later than 8:30 am Eastern time. Submittals time-stamped at 8:31 am or after will be deleted, unopened by the Township's owner's representative.

The Township will consider various factors in evaluating the offers, including, without limitation: (i) offeror’s experience with developing similar projects; (ii) offeror’s demonstrated ability and capacity to perform the work, including offeror’s reputation as indicated by the references for performing this type of work; (iii) offeror’s approach to develop the Projects; (iv) offeror’s proposed plan to self-perform and/or sub-contract the work included in these Projects; (v) offeror’s proposed fees during the scoping period; (vi) offeror’s proposed financing solution; and (vii) other factors deemed appropriate by the Township in the context of the services and products to be provided by the offeror.
The Township reserves the right to modify or cancel the Projects at any time before a developer enters into a formal agreement with the Township, including at any point during the scoping period. The Township reserves the right to reject any and all Qualifications at its sole discretion. The Township may enter into discussions with any individual developer to clarify and assure a full understanding and responsiveness to the solicitation requirements.
