NOTICE OF SPECIAL SCHOOL DISTRICT MEETING
PERSONAL REGISTRATION AND AVAILABILITY OF ABSENTEE BALLOTS

PLEASE TAKE NOTICE that a Special School District Meeting and Election of the Windsor Central School District, Broome County, New York, will be held on November 18, 2025, in the locations in the election districts as hereinafter designated, at which the polls will be kept open between the hours of 10:00 o’clock A.M. and 8:00 o’clock P.M., Prevailing Time, for the purpose of voting by paper ballot upon the following bond propositions:
BOND PROPOSITION NO. 1 – SCHOOL VEHICLE PURCHASE
Shall the following resolution be adopted, to wit:
BE IT RESOLVED, that the Board of Education of the Windsor Central School District, Broome County, New York, is hereby authorized to purchase school transportation vehicles, including incidental equipment and expenses and expenses in connection therewith, at a maximum estimated cost of $850,000 and that $850,000 or so much thereof as may be necessary shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and in anticipation of such tax, obligations of said School District shall be issued.

REGISTRATION
NOTICE IS ALSO HEREBY GIVEN that pursuant to Section 2014 of the Education Law, personal registration of voters is required, and no person shall be entitled to vote at said meeting whose name does not appear on the register of said School District or who does not register as hereinafter provided, except a person who is otherwise qualified to vote and is registered under the provisions of Article 5 of the Election Law. The District Clerk or other designee of the Board of Education shall prepare a register for said Special District Meeting, except that the register prepared at the last annual meeting or election shall be used as the basis therefor and shall include all persons who shall have presented themselves personally for registration thereat and also all persons who shall have been previously registered for any annual or special district meeting or election and who shall have voted at any annual or special district meeting or election held or conducted at any time within four years prior to the preparation of said register.
NOTICE IS ALSO HEREBY GIVEN that residents who need to register may do so between the hours of 1:00 P.M. and 3:00 P.M. at regular days of business at the office of the District Clerk located in Windsor High School at least five (5) days prior to the vote. Any qualified person will be entitled to have his or her name placed on the voting register. As a basis for preparation of the register, the District Clerk shall use the Broome County register of qualified voters, and the register prepared for the annual School District Election held May 20, 2024. Any qualified person who has previously registered for any annual or Special School District meeting or election and who shall have voted at any annual or Special School District meeting or election during the four calendar years prior to 2024, and any qualified person whose name appears on the register of qualified voters provided to the School District by Broome County, will not be required to register personally for this District meeting.
NOTICE IS FURTHER GIVEN that upon its completion the register will be filed in the office of the School District Clerk, located in the District Offices, 1191 NY Route 79, Windsor, New York where the same shall be open for inspection by any qualified voter of the District on each of the five days prior to and the day set for the vote, between the hours of 8:00 o’clock A.M. and 4:00 o’clock P.M., Prevailing Time, except Sunday, November 16, 2025.
ABSENTEE BALLOTS
NOTICE IS ALSO HEREBY GIVEN that applications for absentee ballots may be applied for at the office of the School District Clerk. Any such application must be received by the school District Clerk at least seven days before the date of the aforesaid Special District Meeting if the ballot is to be mailed to the voter, or the day before such Special District Meeting if the ballot is to be delivered personally to the voter. A list of all persons to whom absentee voter ballots shall have been issued shall be available for public inspection in the office of the School District Clerk not less than five days prior to the date of the Special District Meeting (excluding Saturdays and Sundays) during regular office hours until the date of the aforesaid Special District Meeting. In addition, such list shall also be posted conspicuously at the places of voting during the hours of such Special District Meeting. Absentee ballots must be received by 5:00 P.M. on the date of election in the office of the School District Clerk.
EARLY MAIL-IN BALLOTS
Applications for early mail-in ballots for the Special District Election may also be applied for at the office of the District Clerk during all days in which the School District is in session. Completed applications must be received by the District Clerk at least seven days prior to the vote, if the early mail-in ballot is to be mailed to the voter. If the early mail-in ballot is to be delivered personally to the voter at the Office of the District Clerk, the completed application must be received by the District Clerk no later than the day before the vote. Note: No early mail-in voter’s ballot will be canvassed unless it has been received in the Office of the District Clerk of the School District no later than 5:00 PM on November 18, 2025. A challenge to early voting ballot may not be made on the basis that the voter should have applied for an absentee ballot. A list of all persons to whom early mail-in ballots shall have been issued, will also be available in the office of the District Clerk on each of the five (5) days prior to the day of the vote except Saturdays and Sundays during regular business hours and from 8:00 AM to 4:00 PM, and such list will also be posted at the polling places for the vote.
MILITARY VOTERS
Military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk at 607-655-8216 or abarton@windsor-csd.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application not later than 5:00 P.M. on November 7, 2025. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission, or electronic mail.
PUBLIC HEARING
A public hearing will be held to present information on these propositions on November 4, 2025, at 6:00 P.M. at Bell Elementary School.
