ADVERTISEMENT FOR BIDS METER CHANGEOUT SERVICES HENDERSON COUNTY WATER DISTRICT OCTOBER 2025 Sealed BIDS for meter changeout services will be received by the Henderson County Water District (HCWD) at 655 S Main St, Henderson, KY 42420 until 10:00 AM on Wednesday, October 15th, 2025. Immediately following the scheduled closing time for the reception of bids, all bids, which have been submitted in accordance with the above conditions, will be publicly opened and read aloud. The services to be bid on is meter changeouts for Henderson County Water District. Bids should be submitted for changing out meters that are direct-bury AND meters that are on setters. If the bidder wishes to provide a separate price for replacing existing meters that are direct-bury type or those that are already on a setter, then the bidder should specify that in their bid. New Neptune Mach 10 (5/8” X 3/4", 1”, 2”, etc.) meters with cellular endpoints will be provided by Henderson County Water District. The existing customer meters that are being replaced will need to be returned to Henderson County Water District. There is no bid form to be used. Scope of work is as follows: Each existing customer meter at locations that HCWD specifies will be replaced with a new Neptune Mach 10 meter with cellular endpoint that HCWD will provide. Once the new meter is installed, the successful bidder will ensure that the customer has water, and that the meter and service line is not leaking and that the newly installed meter is functional to read customer consumption and that the cellular encoder is working with the Neptune Field Manager app to get the consumption reporting correctly into Neptune 360.The service line material on both the utility side AND the customer side of the meter will be identified and this data logged in the ESRI Field Maps app on a mobile device that is logged in to HCWD’s GIS with an account that HCWD will provide to the awarded bidder. The date this is completed with pictures will also be recorded in the GIS. Paper logs are also to be submitted documenting work completed. If forwarded by mail, the sealed envelope containing the proposal must be enclosed in another envelope and mailed to the Henderson County Water District at 655 S Main St, Henderson, KY 42420 allowing sufficient time for such mailing to reach this address prior to the scheduled closing time for the receipt of proposals. The Henderson County Water District reserves the right to reject any and all bids received and to waive any formalities and any bid that is obviously unbalanced may be rejected.
