General Notice
The Village of Painted Post (Owner) is requesting Bids for the construction of the following Project:
Painted Post Walking Trail Safety Improvements
Sealed bids will be received at the Village of Painted Post located at 261 Steuben St, Painted Post, NY 14870, until Tuesday, November 4th, 2025 at 11 AM local time. At that time the Bids received will be "publicly" opened and read.
Bids are requested for the following Contract: Painted Post Walking Trail Safety Improvements

including an up to date Plan Holders list.

Obtaining the Bidding Documents
Bid Documents may be obtained from the document distributor: Dataflow, Inc. via their designated web portal: www.nyplanroom.com. Office: Airport Corporate Park, 100 Hunt Center, Horseheads, NY 14845, phone (607) 562-2196 or (607) 772-2001 or BidSupport@goDataflow.com. Ordering from this web
portal automatically places the prospective bidder on the plan holders' list. This designated web portal will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a bid for the project. All official notifications, addenda, and other bidding documents will be offered through the designated web portal with notifications to registered bidders. Neither the Owner, Construction Manager, Architect/Engineer, nor Dataflow, Inc., as applicable will be responsible for bidding documents, including addenda, if any, that are obtained from sources other than the designated web portal.
Bid documents including plans and specifications are available for electronic download for a non-refundable fee of $49.00 payable by credit card. Bid documents including printed sets of plans and
specifications may be ordered in paper format for a refundable fee of $100 payable by credit card. Non- refundable shipping charges may apply.
Refunds for printed sets will be made by Dataflow directly to the credit card provided by the bidder. Refunds for payment of one (1) copy of the printed sets will be made to those submitting bids on the forms furnished, if the printed set is returned in good condition to Dataflow within 30 days from the award of the contract or rejection of bids. Any non-bidder may be refunded their deposit only upon returning printed set PRIOR to bid opening.
There will be no Pre-Bid Conference.
Pre-Bid Questions
All questions prior to the bid opening must be received by the close of business on Monday, October 28th, 2025, at 5pm local time . Questions shall be directed to Hunt Engineers, Architects, Land Surveyors, & Landscape Architect DPC, to Andrew E. Kinsley, PE at kinsleya@hunt-eas.com or 607-358-1000. All bidders request for information shall use the form located in specification 00 12 00 – Request for Information. A digital copy of this form is available upon request.
Contract Requirements
As bid security, each bid shall be accompanied by a certified check or Bid Bond made payable to the Village of Painted Post , in accordance with the amounts and terms described in the Instructions to Bidders
The Owner requires that all bids shall comply with the bidding requirements specified in the Instructions to Bidders. The Owner may, at their discretion, waive informalities in bids, but is not obligated to do so, not does this represent that the Owner will do so. The Owner also reserves the right to reject any and all bids. Under no circumstances will the Owner waive any informality which, by such wavier, would give one Bidder a substantial advantage or benefit not enjoyed by all other Bidders. No bidder may withdraw their bid within forty-five (45) after the actual date of the opening, unless a mistake due to error is claimed by the Bidder in accordance with the Instructions to Bidders.
Attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract.
This project has a 5% DBE requirement.
All Bidders must submit their proposals in accordance with NYSDOT Standard Specification §102-12 DBE/ MBE/WBE/SDVOB Participation. All Bidders must submit a complete DBE Participation Package (i.e., Summary of DBE commitments (i.e., Form AAP 14LL for paper bids), Solicitation Log (i.e., Form AAP 10), DBE confirmation (i.e., Forms AAP 20, AAP 22, or AAP23 depending on Work Category), and Good Faith Effort (if required) with their bids. If a Bidder fails to submit a complete DBE Participation Package with their bid, they may be deemed non-responsive by the Owner. In addition, Bidders are required to submit a Bidder's List (i.e., CONR 80LL Bidder's List) with their bid which contains information about quotes received from Subcontractors (DBE and non-DBE) prior to letting. The Contractor awarded the contract is required to sign up and use EBO software during construction to enter in worker's hours to keep track of Civil Rights Monitoring and Reporting; (per NYSDOT Standard Specifications, section 105-21). In addition, payments to subcontractors and DBE's need to be entered, (section 105-21, subpart D), and the subcontractors also have to use EBO to enter worker's hours and to verify payments from the prime Contractor.

The Village of Painted Post reserves the right to waive any irregularities or informalities in or to accept or reject any or all bids.
