NOTICE OF PUBLIC HEARING BY HOWELL TOWNSHIP PLANNING BOARD AS
TO WHETHER TO RECOMMEND TO THE TOWNSHIP COUNCIL THAT THE
STUDY AREA SHOULD BE DESIGNATED AS A
NON-CONDEMNATION REDEVELOPMENT AREA
PLEASE TAKE NOTICE that on Thursday, October 16, 2025, at 7:00 p.m., the Planning Board of the Township of Howell will hold a public hearing in the Main Meeting Room of the Howell Township Municipal Building located at 4567 Route 9 North, Second Floor, Howell, New Jersey 07731-3382 to consider whether to recommend to the Township Council that the properties along Route 9 northbound and southbound from Lanes Mill Road to the Lakewood Township border, which are more particularly identified on the Howell Township tax map as Block 14, Lots 29.01, 30, 30.01, 31.01-31.04, 31.06, and 31.07, Block 25, Lots 11.02, 12, 15-19, 20.01, 24.01-24.03, 24.05, 25-28, 52, 53, 54.03, 54.06-54.10, 55, 55.01, 66, and 67.01, Block 25.01, Lot 26.01, Block 69, Lots 1, 1.01, and 2, Block 71, Lots 1.01, 2-7, 12, 12.01, 14-22, 14.01, 14.02, 14.03, 28, and 30.01, Block 73, Lots 18-24, 21.01, 21.02, and 24.01, and Block 73.01, Lot 1 (collectively, the “Study Area”), should be designated as a Non-Condemnation Redevelopment Area in accordance with the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq. (the “LRHL”). Since the Study Area is being considered for designation as a Non-Condemnation Redevelopment Area, if the Township Council designates this Study Area as an area in need of redevelopment, the Township will not be able to use the power of eminent domain to acquire ownership of any of the parcels in the Study Area for redevelopment purposes.
You have the right to be heard at the public hearing. Any interested party may appear at and participate in the public hearing, either in-person or by way of legal counsel, in accordance with the by-laws of the Planning Board. The September 2025 Area in Need of Redevelopment Investigation Report prepared by Jennifer C. Beahm, P.P., A.I.C.P., of Leon C. Avakian Consulting Engineers (hereinafter, the “Report”) and a map depicting the boundaries of the Study Area are on file with the Howell Township Clerk at the Howell Township Municipal Building and are available for inspection during normal business hours at the Howell Township Municipal Building located at 4567 Route 9 North, Second Floor, Howell, New Jersey 07731-3382. A copy of the Report will also be posted on the Township’s website at https://www.twp.howell.nj.us/.
Should the Planning Board make a recommendation at the conclusion of the public hearing that the entire Study Area, or any portion thereof, should be designated as a Non-Condemnation Redevelopment Area, then the Township Council will take action at a future Council meeting to determine whether to adopt a Resolution designating the Study Area, or any portion thereof, as a Non-Condemnation Redevelopment Area.
