Second Sail Development LLC (the “Owner”) will receive bids for electrical service installation and site work at the Lebanon Steelworks site, located at 121 Schneider Drive, in the City of Lebanon, Lebanon County, Pennsylvania (the “project”). More specifically, the work to be performed by the winning bidder shall consist of furnishing all labor materials, equipment, and appurtenances for installation of main electrical service, parking lot resurfacing and general site work throughout the project site.
All bids must be accompanied by a bid security in the amount of ten percent (10%) of the base bid. Full information regarding the project and bidder requirements (including other forms of security that will be required from the winning bidder) can be obtained by emailing Second Sail Development LLC, C/O Evan Reinhardt at evan@commoncraft.co. A mandatory pre-bid informational meeting and inspection will be held at the project site on October 17, 2025 at 10:00 AM at 121 Schneider Drive, Lebanon, PA 17046. Only those questions regarding the project submitted via email to evan@commoncraft.co or asked at the pre-bid meeting shall be considered. Questions received after October 24, 2025 at 2:00 PM will not be acknowledged.
The Owner will receive bids for this project until the start of the bid opening meeting to be held on November 17, 2025 at Lebanon City Hall, 2nd Floor Administration Conference Room, 735 Cumberland Street, Lebanon, PA 17042, to start at 2:00 PM, which shall be open to the public. Bids must be received by mail in a sealed envelope by the Owner at 889 S. Matlack Street, West Chester, PA 19382, no later than November 14, 2025, or brought in-person to the bid opening meeting on November 17, 2025 prior to its start time. Attendees at the bid opening meeting may inspect bid documents at that time.
All bids shall remain sealed and unopened in the possession of the Owner until the start of the bid opening meeting. After the bid opening meeting, bid documents and results shall become public records, subject to inspection under the Pennsylvania Right-to-Know Law (RTKL) (except for content properly marked and justified as proprietary or confidential information).
The project is being completed in cooperation with the City of Lebanon and funded through a PA Business in Our Sites (BOS) Program grant. The project and all related contracts are subject to the provisions of the act of August 15, 1961 (P.L.987, No.442), known as the Pennsylvania Prevailing Wage Act. Prevailing wage rates and record-keeping procedures established by Pennsylvania Department of Labor & Industry shall apply to the project.
Second Sail Development LLC reserves the right, which is understood and agreed to by all bidders, to reject any and all bids and to waive any omissions, errors, mistakes, defects, or irregularities in any bid at its sole discretion.
