Legal Advertisement — Invitation to Bid
Western New York & Pennsylvania Railroad, LLC (WNYP) will receive sealed bids for the “WNYP Kerrtown Lead Upgrade Project.”
Scope (summary): Replacement of three highway-rail grade crossings (Mercer St., Hope St., Shippen St.); replacement of timber bridge decking at French Creek Bridge; track improvements including ties, rail, joint bars, ballast dressing, and ~2,630 track feet of line/surfacing.
Location: Kerrtown/Meadville, PA area, MP SA-102.77 (point of switch) to MP M-15.47 (south side of Shippen St.), Industrial Track to Post Consumer Brands.
Bid Delivery & Opening: Bids must be sealed, hard-copy only (no digital submissions accepted) and received by 10:00 AM EST on Friday, November 21, 2025 at:
WNYP Railroad, 3146 Constitution Avenue, Olean, NY 14760.
Bids will be publicly opened and read immediately thereafter.
Pre-Bid / Site Visit: 9:00 AM, Tuesday, October 28, 2025 (weather alternate October 29, 2025) at Kerrtown Community Center Parking Lot, 18834 Hope St., Meadville, PA. This will be the sole site visit opportunity; WNYP will escort attendees to the project site.
Bid Documents & RFIs: To request the digital bid packet (.pdf) and for all questions/RFIs, contact Dustin Mase at dustin.mase@collierseng.com. Bid documents will be issued only by the Engineer; WNYP is not responsible for documents obtained from third parties.
Standards & Requirements: Work to conform to PennDOT Publication 408 (current edition, as amended), FRA, AREMA, and WNYP standards. Prevailing Wage applies per the Pennsylvania Prevailing Wage Act. Project includes PennDOT funding; all PennDOT requirements apply.
Bid Security & Bonds: Each bid must include a Bid Bond equal to 5% of the total bid. The successful bidder must furnish Performance and Labor & Material Payment Bonds (each for 100% of contract amount) and provide Railroad Protective Liability and other insurances as specified.

Bid Hold: WNYP may hold bids for up to 30 calendar days to evaluate qualifications prior to award. No bid withdrawal during this period without WNYP consent.
Anticipated Schedule (for reference): Advertise Oct. 10, 2025; Questions due Nov. 6, 2025; Final Addendum Nov. 12, 2025; Construction to begin as soon as practicable after NTP; substantial completion targeted within 14 months of NTP, not to exceed December 31, 2026.
