REQUEST FOR QUALIFICATIONS (RFQ) BID FOR THE WEATHERIZATION PROGRAM SERVICES
Notice is hereby given that sealed bids will be accepted by CAMDEN COUNTY COUNCIL ON ECONOMIC OPPORTUNITY, INC. hereafter referred to as - CAMDEN COUNTY O.E.O., Inc. (CCCOEO) for the purpose of the Weatherization Energy Conservation 2025-2026. This will be a one (1) year contract for a pool of qualified contractors for the purpose of providing, Insulation/Air Sealing, Ventilation, and Energy Saving Home Repairs. Units will be located throughout Camden County to consist of Single Family, Row Homes, Semi-detached and Manufacture Homes.
All bids submitted must be in accordance to the manner specified via Camden County O.E.O.’s detailed instructions. All bids must be enclosed in a sealed envelope bearing the projects corresponding name, along with the bidding companies name and address. All requested documentation for this project per the instruction must be in receipt of Camden County O.E.O. at the time of the bid opening or the bid will be disqualified.
Specifications, instructions, supporting documentation, etc. for the proposed weatherization project prepared by Camden County O.E.O. will be filed in the weatherization department located at: THE POINT, 5287 RT 70, SUITE A, Pennsauken, New Jersey 08109. Bids will be available for pick up from Wednesday, October 8, 2025, through Wednesday, October 22, 2025, during business hours (9:00a.m. to 4:00p.m.). Bids will be accepted until 10:45 a.m. Wednesday, October 22, 2025. Bids will be opened on Wednesday, October 22, 2025 at 11:00 am. Please be advised our office will be closed Monday, October 13, 2025 in observance of Columbus Day/Indigenous Peoples’ Day.
CCCOEO offers training to contractors and their employees to ensure proper material utilization & installation of measures.
A Contractor Orientation can be scheduled for any new contractors interested in submission of the yearly bidding. (Must request prior to Bid opening)
Davis Bacon/Prevailing Wage does not apply.
Minority Business Enterprise, MBE contractors are encouraged to bid. Bidders are required to comply with the provisions of NJSA 10:2-1 through 10:2-4 and New Jersey Public Law 1975 c127 dealing with discrimination in employment on public contracts.
