NOTICE   INSURANCE COMMISSIONER TRINIDAD NAVARRO, hereby gives notice that TDC Specialty Insurance Company, a Washington D.C. domiciled Insurance Corporation licensed to transact insurance business in the state of Delaware has requested excess deposits pledged in Delaware be released.   Because the Company has met the requirements pursuant to 18 Del. C. §513, TDC Specialty Insurance Company, has requested permission to withdraw securities held on deposit for Delaware with US Bank.   Pursuant to 18 Del.
