CITY OF PLAINFIELD PUBLIC NOTICE
NOTICE TO ACCEPT BIDS FOR PLENARY RETAIL DISTRIBUTION LICENSE CITY OF PLAINFIELD, UNION COUNTY, NEW JERSEY, PLEASE TAKE NOTICE that by Resolution A-004-25 adopted on October 7, 2025 (“Resolution”) the Alcohol Beverage Control Board of the City of Plainfield resolved to issue One (1) new Plenary Retail Distribution License by public sale to the highest qualified bidders and invite bids therefore.
The bids will be opened on Monday, November 17, 2025, at 12:30 PM in the City Hall Library located in Plainfield Municipal Building, 515 Watchung Ave, Plainfield, NJ 07060. The minimum acceptable bid for the license is Five Hundred Thousand Dollars ($500,000) and the City reserves the right to reject all bids where the highest bid is not accepted. In addition, the City of Plainfield reserves the right to postpone or cancel this sale at any time prior to the opening of the bids. Bids shall be accepted from only those bidders who qualify to hold a plenary retail consumption license under the standards set forth in the Alcoholic Beverage Control Act, N.J.S.A. 33:1-1 et seq., the regulations promulgated thereunder at N.J.A.C. 13:2-1.1 et seq., and all applicable municipal ordinances and the Resolution. Interested bidders may obtain copies of the forms necessary to qualify to be a bidder and for the submission of bids from the City Clerk. All prospective bidders must complete the forms, all paperwork associated therewith and be determined to be a qualified bidder to have their bids considered and accepted.
On Monday, November 10, 2024 at 4:00 PM or shortly thereafter in the Clerk’s office, First Floor City Hall, 515 Watchung Ave., Plainfield, NJ 07060 the City Clerk shall open the Certification of Compliance for each bidder and publicly announce those applicants who preliminarily meet the qualifications for bidding as fixed by law, rules, regulations, ordinances and Resolutions. Bids of applicants who do not preliminarily qualify will be returned unopened.
All prospective bidders must submit to the City Clerk a full and complete Alcoholic Beverage Control license application form ( long form application) and a Certification of Proof of Compliance by the applicant that it meets any and all conditions or requirements contained in this Notice and knows of no reason why he or she would be disqualified from having an interest in a retail license in New Jersey; as well as a separate sealed envelope with the applicant’s bid and any bid deposit fee. All bids shall be sealed, and no bid shall be opened from or on behalf of any prospective bidder who does not qualify. No bid shall be considered which does not contain proof of qualification (full and complete ABC license application, long form, and Certification of Proof of Compliance). The license must be associated with the operation of a restaurant establishment within the bounds of the TODN-North Avenue Redevelopment Plan Area as identified by the City of Plainfield and shall be a condition of licensure. Applications, bid and associated materials shall be accepted until Monday, November 17, 2025,, at 12:30 PM at the office of the City Clerk, First Floor City Hall, 515 Watchung Ave. Plainfield, NJ 07060. Bids of applicants who do not preliminarily qualify will be returned unopened. On Monday, November 17, 2025, at 12:30 PM, in the City Hall Library, 515 Watchung Ave., Plainfield, NJ 07060, the sealed bids of the preliminarily qualified bidders shall be publicly opened. All bids must contain a deposit of 20% of the bid price, in the form of a certified check. By resolution of the Alcohol Beverage Control Board of the City of Plainfield, the bids from the highest preliminarily qualified bidders will be accepted, and within 30 days of the adoption of the resolution, the balance of the bid amounts shall be paid to the City by cash or certified check ( which monies shall be kept in an interest bearing account with interest payable to the City until such time as the licensing process is complete). Completion of said process includes payment of the State application fee, the annual municipal retail license fee, satisfactory outcome of municipal background checks to investigate the source of funds used to purchase the license, the receipt of favorable State and/or Federal background checks; and the compliance with the publication, hearing and resolution requirements under NJAC 13:2-2.1 et seq. for the issuance of the license.
