TOWN OF HOLDEN Request for Qualifications (RFQ) On-Call Architectural & Engineering "House Doctor" Services DPW25-AE2 LEGAL NOTICE The Town of Holden (the "Town"), acting through its Town Manager, invites Statements of Qualifications from qualified Massachusetts-licensed architectural and engineering firms to provide on-call ("House Doctor") design services for various Town and School buildings and sites. Work may include investigations; evaluations; development of construction documents; bidding; construction administration. On a variety of projects from restorations, HVAC & MEP work, roof replacements and site development. Familiarity with Massachusetts public construction procurement requirements is required. The complete RFQ will be available beginning October 15th, 2025 at the Town's bid website: www.HoldenMA.Gov/Bids (see "RFQ for House Doctor Architectural Services, DPW-AE2"). Firms must complete the contact information form to download. Submission: Sealed Qualification Proposals (no fees) clearly marked "On-Call Architectural & Engineering Services (House Doctor)" must be delivered no later than November 18th, 2025 11:00 AM to: Department of Public Works, 18 Industrial Drive, Holden, MA 01520. Late proposals will not be accepted Selection: An Evaluation Team appointed by the Town Manager will review qualifications in accordance with the procedures set forth in the RFQ, rank the most qualified firms, and may conduct interviews. The Town Manager will select the most highly qualified firm(s). The Town reserves the right to reject any and all proposals, in whole or in part, and to award multiple contracts if deemed in the Town's best interest. Contract Term and Limits. The Town anticipates awarding one or more on-call ("House Doctor") contracts for an initial term of two (2) years, with one (1) additional one-year option to renew at the Town's sole discretion. Services will be authorized on an as-needed, task-order basis; no minimum amount of work is guaranteed. For planning purposes only, the Town presently anticipates approximately $1,000,000 to $1,850,000 per year in capital construction activity over the next five (5) years that may require design services under these contracts, subject to appropriation. No fee or price information shall appear anywhere in the qualification submission. This solicitation is governed by the Massachusetts Designer Selection Law, M.G.L. c.7C, §§44–58, and the Town's Selection Procedures.
