LEGAL NOTICE
The following are summaries of ordinances adopted by Canton City Council on Sept. 29, 2025. The complete text of the ordinances may be obtained for 10 cents per page or viewed free at the office of the Clerk of Council in City Hall, 218 Cleve. Ave. S.W., Canton, Ohio 44702, during non holiday weekdays from 8:00 a.m. to 4:30 p.m.
Ordinance No. 174/2025
Ordinance No. 174/2025 was reconsidered and amended to change the name “Timken Gate House” in the caption, Section 1 and Section 3 to “Monument and Waterworks Parks.” Adopted as an emergency.
Ordinance No. 183/2025
The Mayor or Service Director is authorized to enter into a pledge and security agreement and declaration, and all other necessary agreements, with the appropriate parties regarding the 1% resort fee and the repayment of the $5 million infrastructure loan. Adopted as an emergency.
Ordinance No. 184/2025
Appropriation No. 55/2025 is amended by making the supplemental appropriation of $58,771.98 from the Unappropriated Balance of 1001 General Operating Fund. Adopted as an emergency.
Ordinance No. 185/2025
The Mayor or Safety Director is authorized to enter into any contracts necessary with Bertolini Trucking for the demolition of 820 High Ave. NW in an amount not to exceed $34,200. Adopted as an emergency.
Ordinance No. 186/2025
The Clerk of Council, pursuant to Chapter 947 of the Codified Ordinances and Chapters 701 and 743 of the Ohio Revised Code, is authorized to certify the list of unpaid and delinquent charges for board ups/clean ups/demolition services performed on behalf of the Building and Code Dept. attached as Ex. A of the ordinance, to the Stark County Auditor, to be entered upon the tax duplicate to be liens upon such lands from the date of entry and to be collected as other taxes and assessments. The Clerk of Council is authorized to delete any property owners’ names or adjust the dollar amounts owed, if applicable, prior to certification to the County Auditor provided that the Service Director, Safety Director or their designee provides documentation to do so. Adopted as an emergency.
Ordinance No. 187/2025
The Law Director is authorized to raise Attorney Kate Lukosavich’s salary from $66,414 to &75,000 and Elise Hamilton’s salary from $76,414 to $80,234, retroactive to September 6, 2025. Adopted as an emergency.
Ordinance No. 188/2025
Council accepts the annexation of the territory known as The Whipple Ave SW No. 1 - 2024 Annexation Area containing approx. 1.634 acres of land, per the legal description (Ex. A) and the map (Ex. B). Said annexed land from Canton Twp. shall be assigned to Ward 3 and zoned B-6 (Shopping Center District) and R-1A (Single Family Residential District.) Adopted as an emergency.
Ordinance No. 189/2025
Council accepts the annexation of the territory known as The Whipple Ave SW No. 2 - 2024 Annexation Area containing approx. .0172 acres of land, per the legal description (Ex. A) and the map (Ex. B). Said annexed land from Canton Twp. shall be assigned to Ward 3 and zoned R-1A (Single Family Residential District.) Adopted as an emergency.
Ordinance No. 190/2025
Appropriation Ordinance No. 55/2025 is amended by making the supplemental appropriation of $160,000 from the Unappropriated Balance of 2413 Court’s Computer Fund. Adopted as an emergency.
Ordinance No. 191/2025
The Mayor or Service Director is authorized to advertise, receive bids, award, and enter into contract for the sale of city-owned real property, no longer needed for municipal purposes, located at Stark County Auditor Parcel Number 285773 and to enter into all contracts necessary to facilitate said sale. Adopted as an emergency.
Ordinance No. 192/2025
Appropriation Ordinance No. 55/2025 is amended by making various appropriation transfers and supplemental appropriations needed to meet 2025 obligations. Adopted as an emergency.
Ordinance No. 193/2025
A portion of a 12’ unnamed alley from the south right-of-way line of 5th St. SW to the north right-of-way line of 6th St. SW along with a portion of a10’ alley (Jo Ann Pl. SW) from the east right-of-way line of said 12’ unnamed alley to be vacated to the west right-of-way line of Cecil Ct. SW is vacated. Lots 3772 -3785, 29908, 29909 and the vacated 12’ unnamed alley and the vacated portion of 10’ alley (Jo Ann Pl. SW) are replatted. A copy of the Replat is attached to the ordinance as Ex. A. Adopted as an emergency.
Ordinance No. 194/2025
The Mayor or Safety Director is authorized to enter into any contracts necessary with Liberty Demolition & Salvage for the demolition/base removal of 1201/1203 East Tuscarawas St. in an amount not to exceed $57,700. Adopted as an emergency.
Ordinance No. 195/2025
The Service Director is authorized to hire an additional Construction Manager within the Engineering Dept. until the retirement of the current Construction Manager for training purposes. Adopted as an emergency.
Ordinance No. 196/2025
Amending Ord. No. 262/2015, as supplemented and amended to extend the tax increment financing exemptions granted for the parcels for an additional 30 years pursuant to Ohio Revised Code Section 5709.51. Authorizing additional instruments, agreements, certificates, and other documents deemed necessary in connection therewith. Adopted as an emergency.
Ordinance No. 197/2025
Council approves an amendment to the petition for special assessments for special energy improvement projects and an amendment to the supplemental plan for the Canton Regional Energy Special Improvement District under Chapter 1710 of the Ohio Revised Code. Amending the schedule of special assessments authorized and levied under Ord. No. 232/2023 for the purpose of acquiring, constructing, and improving certain public improvements in the city of Canton in cooperation with the Canton Regional Energy Special Improvement District. Approving an updated energy project cooperative agreement in connection with such improvements and special assessments. Adopted as an emergency.
