LEGAL NOTICE
Sealed Request for Proposals will be received and opened by the Purchasing Agent of the City of Elizabeth, in the office of the Purchasing Agent, Room 210, City Hall, Tuesday, November 18, 2025 at 10:30 AM prevailing time and then publicly read for
FY26 Feasibility Study for Ferry Service from City of Elizabeth, NJ to New York City, NY through the USDOT R.A.I.S.E. Grant
Specifications may be obtained at the office of the Purchasing Agent, City Hall, 50 Winfield Scott Plaza, Elizabeth, NJ 07201-2462 Monday through Friday, from 9:00 AM to 4:00 PM. Proposals may be delivered or mailed before the time of opening to the Office of the Purchasing Agent.
Bidders are required to comply with the requirements of NJSA 10:5-31 et seq. and NJAC17:27, as well as the requirements of NJSA 52:25-24.2 of the state of New Jersey, as amended and supplemented.
Attention of bidder is particularly called to the requirements of Chapter 2.92 of the Code of the City of Elizabeth, as amended and supplemented, which requires the submission of certain affidavits, which shall be considered by the City in its determination of the responsibility of the lowest bidder.
The City specifically reserves the right to waive any bidding irregularities with regard to the bidding requirements and as may be determined to be immaterial by the City.
The award or rejection of a contract for the within project is subject to the time limitations set forth in NJSA 40A:11-24 except that the bids of any bidders who consent thereto may, at the request of the contracting unit, be held for consideration for such longer period as may be agreed.
City Council reserves the right to reject any or all bids or any part thereof, as may be deemed in the best interest of the City of Elizabeth.
