Scope of Work
The City of Phoenix is seeking qualified contractors to do business on an on-call basis to provide Foundations and Conduit Installation for Traffic Signals and Street Lighting Job Order Contracting Services. Up to three contractors may be selected for this Job Order Contract.
A Small Business Enterprise goal of 8% has been established for this project.
Pre-Submittal Meeting Information
A pre-submittal meeting will be held at 10:00 a.m. on Monday, October 27, 2025, at 2141 E. Jefferson Street, City of Phoenix Traffic Signal Shop, Conference Room AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested firms attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be directed to the Contracts Specialist.

On Thursday, September 26, 2025, the Request for Qualifications packet may be downloaded from the Procurement Portal at: https://procurement.opengov.com/portal/phoenix
Consultants receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpages above.
Firms must be registered in eProcurement https://procurement.opengov.com/portal/phoenix as a vendor to submit a Statement of Qualifications.
