INVITATION FOR BID
The Town of Wellesley (PBC) invites sealed bids in accordance with M.G.L. c.149 as amended by Chapter 218 of the Act of 2016 from Filed Sub-Bidders for:
DPW RDF ADMIN BUILDING
Bids for the DPW RDF Admin Building shall be submitted online at biddocsonline.com. Refer to eBIDDING INSTRUCTIONS TO BIDDERS AND eBIDDING REGISTRATION INSTRUCTIONS, in accordance with the procedures set forth in the eBIDDING INSTRUCTIONS TO BIDDERS until the time specified below at which time the proposals will be publicly opened and read:

This is for bidding of the Filed Sub-Bid for the Miscellaneous Metals trade only.
Bid Documents will be available on October 15, 2025. Each General Bidder may obtain two (2) complete sets of Bidding Documents with a deposit of $150. Bid Forms and Contract Documents will be available to view, download or for hard copy request at https://www.biddocsonline.com/. Go to the website, click on the “Project Listing” button and then search and click on the project name, which will allow you to access the project page. Once on the project page, you can click on the icons for the “Drawings”, “Specifications” and “Addenda”.
The project scope of work includes a new RDF Administration Building, Partial removal of the existing RDF Admin Building, Repair of the remaining existing building, and associated site work. The project has an total estimated construction cost of $3,900,000. The successful Bidder must agree to commence work upon receipt of Notice to Proceed, and cause all work of this contract to be Substantially Completed by January 29, 2027 for the new building and May 3, 2027 for the existing building.
You must REGISTER to receive notification of addenda. To register, click on the “Request Hard Copy” button or “Register as ePlan Holder” button. If you register, you will automatically be notified via email and via hard copy that an addendum has been issued. Hard copies of addenda are available for purchase from Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-888-3530).
All Filed Sub Bids must be accompanied by a copy of a “Certificate of Eligibility” DCAMM Form (CQ-7) issued by the Department of Capital Asset Management and Maintenance (DCAMM) and a “Contractor Update Statement” DCAMM Form (CQ-3). The DCAMM categories of work for which the Filed Sub Bidder must be certified is: Miscellaneous Metals.
Award will be made to the bidder with the lowest total contract price, including any accepted alternates, that has been deemed responsible and eligible.
All bids must be accompanied by a bid deposit in an amount that is not less than five percent (5%) of the value of the bid, including all alternates. Bid deposits, payable to the Town of Wellesley, shall be either in the form of a bid bond, a certified check, or a treasurer's or cashier's check issued by a responsible bank or trust company. Cash will not be accepted. Be advised that, to the extent permitted by law, the Town will retain all bid deposits for withdrawn bids.
All bids are subject to the provisions of M.G.L. c149, §§44 A to 44J. Wages are subject to minimum wage rates determined by the Massachusetts Department of Labor Standards pursuant to M.G.L. c149, §§26 to 27H. The successful bidder will be required to provide a Certificate of Insurance demonstrating current coverage of the type and amounts set forth in the Project Manual. Pursuant to the Construction Reform Law, Chapter 193 of the Acts of 2004, and the revisions it made to M.G.L. c. 23A, §44 and M.G.L. c. 7, §40N, Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) participation is encouraged.
It is the sole responsibility of the contractor downloading these bid documents to ensure they have received any and all addenda prior to the bid opening. Addendas will be available online at https://www.biddocsonline.com/.
The Town will reject any and all bids in accordance with the above referenced General Laws. In addition, the Town reserves the right to waive any informalities in any or all bids, or to reject any or all bids (in whole or in part) if it be in the public interest to do so.
Contract award is contingent upon the approval of funds at the Town of Wellesley Special Town Meeting beginning November 3, 2025, bidders are requuested to hold their bids valid until November 15, 2025.
