ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of Contract No. BRC-PRD-30-128, Albion Park Improvements will be received by The EADS Group at 15392 Route 322, Clarion, PA 16214, until 1:00 P.M., prevailing time, on November 20th, 2025, at which time the bids will be publicly opened and read aloud and will also be conducted live online via Microsoft Teams. Those attending virtually shall contact The EADS Group, Inc. at (814) 764-5050 at least 24 hours prior to the meeting to obtain the Teams login information.
Contract No. BRC-PRD-30-128: Contract consists of the construction of concrete sidewalks, two small parking areas with three (3) ADA parking spaces and ten (10) regular spaces, two (2) basketball courts, three (3) pickleball courts, benches, lighting, and site amenities. Work under the contract shall include all materials, equipment, supplies, and labor for the construction as shown and specified in the Contract Documents. The project is located in Albion Borough, Erie County, PA.
The Issuing Office for the Bidding Documents is: The EADS Group, Inc. (Engineer), 15392 Route 322, Clarion, PA 16214. Telephone No. (814) 764-5050. Contract Documents and Plans are to be purchased from The EADS Group, Inc. for the nonrefundable fee of $150.00 for one hard copy set or for the nonrefundable fee of $25.00 for the electronic format set, both of which includes 6% Pennsylvania sales tax. To access the electronic format the bidder must have a valid email address and will require an internet connection. All checks shall be made payable to “The EADS Group, Inc.” Bidders must purchase the Contract Documents from The EADS Group, Inc. to be eligible to bid this project.
Bid security shall be furnished in accordance with the Instructions to Bidders. Prior to the award of the contract, the successful bidder shall furnish a satisfactory Performance Bond and a Labor and Material Payment Bond to the Owner, in the form contained in the Contract Documents and executed by a satisfactory circular 570 listed surety, each equal to 100% of the total contract amount. The bidder will also furnish evidence of insurance coverage as required by the contract documents.
Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. The Contractor shall also comply with the provisions of the Act of March 3, 1978 (P.L. 6, No. 3 known as the “Steel Procurement Act”).
This project is being funded with local funds and funds provided by the PA Department of Conservation & Natural Resources (DCNR). The obligations imposed on the Owner by the financing agency(s) shall apply to and be acceptable to the successful bidder(s).
The successful bidder(s) will be required to fully complete all work within 150 consecutive calendar days from, and including, the date indicated by the Owner in their written Notice to Proceed. The tentative work start date is Monday, March 30th, 2026.
A non-mandatory pre-bid meeting will be held at 10:00 A.M local time on October 28th, 2025, at the Albion Borough offices located at 53 E. State Street, Albion, PA 16401.
The Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. The Owner also reserves the right to waive all minor informalities not involving price, time, or changes in the Work and to award the contract as may be deemed in the best interest of the Owner.
