CONSTRUCTION ADVERTISEMENT
AND INVITATION FOR BIDS
San Patricio County will receive bids for the “Elevated Storage Tank and Generators Project” (TX CDBG Contract No. CFC24-0101) until 2:00 PM on November 7, 2025. Bids shall be labeled “RFP 2025-020 TDA CFC24-0101” and addressed to San Patricio County Judge’s Office, Attn: Grants Dept., 1301 E. Sinton St. Suite C, Sinton, TX 78387. Bids will then be opened and read aloud.
Bids are invited for several items and quantities of work as follows:
1. 100,000 Gallon Elevated Storage Tank, Foundation and Appurtenant Items (Standpipe Alternative)
2. Two (2) 60 kW Generators and Appurtenant Items
3. One (1) 125 kW Generator and Appurtenant Items
A non-mandatory Pre-Bid Meeting will be held at 10:00 AM on October 28, 2025 at the San Patricio County Building, 1301 E. Sinton St., Sinton, TX 78387.
Bid Documents and Construction Drawings for the project may be viewed and downloaded free of charge (with the option to purchase hard copies) at www.civcastusa.com. Bidders must register on this website in order to view and/or download specifications, plans and other related documents for this project. Printed copies of the specifications and drawings may also be viewed at the Engineer’s office, Lynn Engineering, 2200 Ave. A, Bay City, TX 77414, (361) 782-7121 or at the Judge’s Office, 1301 E. Sinton St., Suite C, Sinton, TX 78387.
Please submit questions for this project seven (7) days prior to bid opening through www.civcastusa.com in the Q&A portal. All addenda issued for this project will be posted on www.civcastusa.com. It is the responsibility of the Contractor bidding to use proper scaling, paper width and length, etc. Failure to do so may result in error in the Unit Bid Quantities and/or Bid Amounts.
A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid (for those contracts that exceed $100,000). A certified check or bank draft payable to the owner or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.
Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin.
All contractors and subcontractors must be registered and cleared (not suspended or debarred) on SAM.gov prior to any formal action authorizing the award of a contract to the contractor. Minority Business Enterprises, Small Business Enterprises, Women Business Enterprises, and Section 3 Businesses are encouraged to submit bids.
The owner reserves the right to reject any or all bids or to waive any informalities in the bidding.
Bids may be held by the owner for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder’s qualifications prior to the contract award.
