67-05147: Calpine Mid-Merit II, LLC (1597 Atom Rd, Delta, PA 17314) for Block 2 of York Energy Center in Peach Bottom Township, York County.
Calpine Mid-Merit II, LLC, is a major facility subject to the operating permit requirements of Title V of the Federal Clean Air Act and 25 Pa. Code, Chapter 127, Subchapters F (relating to operating permit requirements) and G (relating to Title V operating permit requirements). Potential emissions from the facility are calculated to be 164.1 tons PM-10, 164.1 tons PM-2.5, 361.2 tons NOx, 1,215.6 tons CO, 258.1 tons VOC, 37.3 tons SO2; and less than 25 tons HAPs. The Operating Permit will include emission limits and work practice standards along with monitoring, recordkeeping and reporting requirements to ensure the facility complies with the applicable air quality regulations. Among other items, the conditions include provisions for the turbines and boiler subject to the following regulations: NSPS 40 CFR Part 60: Boiler: Subpart Dc— Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units. Turbines: Subpart KKKK— Standards of Performance for Stationary Combustion Turbines; Subpart TTTT— Standards of Performance for Greenhouse Gas Emissions for Electrical Generating Units.

A person may oppose the proposed operating permit, or may provide the Department with additional information to consider in its review, or may request a public hearing, by filing a written or email protest with the Department using the contact information listed above. Each submitted comment must contain the following:
Name, address and telephone number of the person submitting the comments.Identification of the proposed permit by the permit number listed above.A concise statement regarding the relevancy of the information or objections to the issuance of the permit.
A 30-day comment period, from the date of publication of this notice in the PA Bulletin or newspaper, will exist for the submission of comments or protests, or for requests for a public hearing.
