PUBLIC NOTICE UNION TOWNSHIP ORDINANCE NO. 195 YOU ARE HEREBY NOTIFIED that Union Township shall convene a public hearing regarding Union Township Ordinance No. 195 at its regularly scheduled meeting on November 12, 2025 at 6:45 p.m. in the Union Township Building located along State Route 72 in Lickdale. Ordinance No. 195 is an ordinance of Union Township, Lebanon County, Pennsylvania to adopt and enact amendments to the Zoning Ordinance of 2008 (Ordinance No. 137) located in the Township's Codified Ordinance Book at Chapter 210. This is an ordinance which shall, if adopted, amend Articles II, V, X, and XIV of Chapter 210 to establish solar energy facilities as a principal use permitted by special exception in the Agricultural and Industrial Zones and to provide for the regulation of such use. This ordinance shall permit establishment of such solar energy facilities in accordance with the terms and provisions of the ordinance after a special exception is granted by the Union Township Zoning Hearing Board. After the public hearing, the Union Township Board of Supervisors shall convene its regular meeting and at said regular meeting shall consider for adoption and passage Ordinance No. 195 to amend the Union Township Zoning Ordinance located in Chapter 210 of the Union Township Codified Ordinance. A summary of Ordinance No. 195 can be provided as follows: Ordinance No. 195 shall amend Chapter 210 at Article II, Section 210-7 in order to provide for additional definitions related to solar energy facilities. Chapter 210, Article V, Section 210-22 shall be amended to add a subsection to the list of uses permitted by special exception in the Agricultural District which shall now include solar energy facilities. Chapter 210, Article X, Section 210-63 shall be amended to amend uses permitted by special exception in the Industrial District which shall now include solar energy facilities. Chapter 210, Article XIV shall be amended to provide a new Section 210-138 which shall regulate solar energy facilities constructed as a principal use in supplying energy primarily for offsite use. Section 210-138 shall provide that solar energy facilities shall be permitted as a special exception in the aforementioned zones. Section 210-138 shall provide specific criteria for the granting of the special exception for solar energy facilities which shall include minimum lot size, setbacks, height restrictions, soil restrictions, access drive restrictions, restrictions related to environmental resources, historic and cultural resources, stormwater facilities, and easements. Restrictions and criteria shall also relate to security, landscaping, required documentation to accompany any application for a special exception. Additionally, the ordinance shall regulate zoning permit requirements, emergency service provider coordination, safety requirements, advertising restrictions and decommissioning.
