LEGAL NOTICE
NOTICE IS HEREBY GIVEN that on November 12, 2025, at 7:45 PM, the Horsham Township Council will hold a public hearing at the Horsham Township Administrative Offices, 1025 Horsham Road, Horsham PA for the purpose of receiving public comment and considering the adoption of a proposed ordinance amending the Horsham Township Code of Ordinances, Chapter 230, Zoning Ordinance and Map, to create new zoning districts and regulations therefor on the site of the former Naval Air Station Joint Reserve Base – Willow Grove and amend the zoning map. Full text copies of the ordinance are available for inspection at the Township Offices at 1025 Horsham Road, Horsham, PA, the Montgomery County Law Library, and the offices of this newspaper, during normal business hours. Summary of the proposed ordinance is set forth below. ALL INTERESTED PARTIES ARE INVITED TO ATTEND THE HEARING.
SUMMARY OF ORDINANCE
ORDINANCE NO. 2025-XX
AN ORDINANCE AMENDING THE HORSHAM TOWNSHIP CODE OF ORDINANCES, CHAPTER 230, ZONING, TO CREATE NEW ZONING DISTRICTS ON THE FORMER NAVAL AIR STATION JOINT RESERVE BASE WILLOW GROVE AND AMEND THE TOWNSHIP ZONING MAP; REPEALING INCONSISTENT ORDINANCES OR PARTS OF ORDINANCES; PROVIDING FOR A SAVINGS CLAUSE; AND FURTHER PROVIDING FOR AN EFFECTIVE DATE.
Section 1: Adds new definitions and amends existing definitions.
Section 2: Adds new zoning districts to the section titled “Establishment of Districts” including R-8 Residential, O-2 Office/Nonmanufacturing, and TC Town Center.
Section 3: Adds new § 230-29.2 “Master Plan Requirements” and sets forth requirements relating to content and the review/approval process.
Sections 4 & 5: Add new subsection 230-60.J “Base Revitalization Community (BRC)” and establishes regulations therefor.
Section 6: Moves existing §230-64.I to new § 230-64.1.
Section 7: Renumbers 230-64.I to 230-64.1 to reflect new numbering.
Sections 8 & 9: Establish the new Base Revitalization Transitional Community (BRTC) and regulations therefor.
Section 10: Amends the use regulations for the C-3 Highway Commercial District.
Section 11: Establishes new zoning district R-8 Residential and provides for intent, use regulations, dimensional standards, and other regulations.
Section 12: Deletes § 230-282.C.
Sections 13 & 14: Amend the table of permitted uses in the Business Park District-2 (BPD-2) to eliminate Class Three uses and make other amendments and reserve sections for future use.
Section 15: Establishes the new O-2 Office/Nonmanufacturing zoning district and provides for intent, use regulations, dimensional standards, and other regulations.
Section 16: Establishes the new TC – Town Center zoning district and provides for intent, a master plan requirement, use regulations, mixed-use requirements, dimensional standards, bonus standards, development and design standards, and other regulations.
Section 17: Amends the zoning map to re-zone parts of the base as BPD-2, C-3, O-2, R-1, R-3, R-4, R-8, and TC as further set forth in attached legal descriptions.
Section 18: Savings Clause/Severability Clause.
Section 19: Repealer.
Section 20: Effective Date. This Ordinance shall become effective upon publication in a newspaper of general circulation covering Horsham Township.
