OFFICIAL PROCEEDINGS OF THE BOARD OF SUPERVISORS OF PORTAGE COUNTY, WISCONSIN October 21, 2025 Meeting was called to order by Chair Ray Reser at 5:00p.m. Roll call taken by County Clerk Davis revealed: (21) present: (19) attending in person: Supervisors Steve Cieslewicz, Jeanne Dodge, Chris Doubek, Nancy Eggleston, Steve Fritz, Bob Gifford, Joan Honl, Barry Jacowski, Matt Jacowski, Donald Jankowski, David Medin, Julie Morrow, Suzanne Oehlke, Larry Raikowski, Ray Reser, Andrew Rockman, Mike Splinter, Janell Wehr, and James Yetter. Review/Approval Motion by Supervisor Doubek, second by Supervisor Rockman to approve the October 7, 2025 minutes. Motion carried by voice vote, with no negative votes. The minutes were approved. Confirmation of County Executive Reappointments Note: Chair Reser stated that if there were no objections, he would consider all of the County Executive Reappointments in one motion. There were no objections. Motion by Supervisor Oehlke, second by Supervisor Yetter to confirm the following reappointments: • Reappointment of Nancy Foth to the South Central Library System Board for a three-year term expiring December 17, 2028. • Reappointment of Supervisor Mike Splinter to the Housing Authority Board for a five-year term expiring September 30, 2030 Motion carried by voice vote, with no negative votes, (1) abstention, Supervisor Splinter. The reappointments were confirmed. Resolutions/Ordinances RESOLUTION NO. 148-2024-2026 RE: TOWN OF HULL COMPREHENSIVE PLAN AMENDMENT AND PORTAGE COUNTY ZONING ORDINANCE MAP AMENDMENT, MARSICEK NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors does enact and ordain as follows: The Future Land Use designation of 020240818-16.03, 020240818-15.06, and 020240819-02.18, totaling 50.25 acres, is hereby changed from Residential, Rural Residential, Natural Areas Protected and Natural Areas Limited to Rural Residential (38 acres) and Natural Areas Protected (12.25 acres) on the Town of Hull Comprehensive Plan Future Land Use Map, and is incorporated into the Portage County Comprehensive Plan 2024-2044 through Chapter 8 of that document; and the Portage County Zoning Ordinance Map is hereby amended by changing the zoning classification from R2 Single Family Residential to A4 General Agricultural (38 acres) and Conservancy (12.25 acres). Note: Chair Reser stated that if there were no objections, he would consider resolutions 148-2024-2026, 149-2024-2026, 150-2024-2026, and 151-2024-2026 in one motion. There were no objections. Motion by Supervisor Gifford, second by Supervisor Splinter for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 149-2024-2026 RE: TOWN OF NEW HOPE COMPREHENSIVE PLAN AMENDMENT AND PORTAGE COUNTY ZONING ORDINANCE MAP AMENDMENT, FECHTER NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors does enact and ordain as follows: The Future Land Use designation of .22 acres included in parcel 026241015-12.13 is hereby changed from L2 Intermediate Agriculture to Residential on the New Hope Comprehensive Plan Future Land Use Map, and is incorporated into the Portage County Comprehensive Plan 2024-2044 through Chapter 8 of that document; and the Portage County Zoning Ordinance Map is hereby amended by changing the zoning classification from A1 Exclusive Agricultural to R2 Single Family Residential. Motion by Supervisor Gifford, second by Supervisor Splinter for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 150-2024-2026 RE: TOWN OF SHARON COMPREHENSIVE PLAN AMENDMENT AND PORTAGE COUNTY ZONING ORDINANCE MAP AMENDMENT, TAYLOR NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors does enact and ordain as follows: The Future Land Use designation of 032240909-10.24 and 032240909-11.01, totaling 9.87 acres, is hereby changed from Residential to L3 Limited Agriculture/Mixed Use on the Town of Sharon Comprehensive Plan Future Land Use Map, and is incorporated into the Portage County Comprehensive Plan 2024-2044 through Chapter 8 of that document; and the Portage County Zoning Ordinance Map is hereby amended by changing the zoning classification from R2 Single Family Residence to A3 Low Density Agricultural. Motion by Supervisor Gifford, second by Supervisor Splinter for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 151-2024-2026 RE: PORTAGE COUNTY ZONING ORDINANCE MAP AMENDMENT, HENSLER NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors does enact and ordain as follows: The Portage County Zoning Ordinance Map is hereby amended by changing the zoning classification of parcel 032240913-01, totaling 40 acres, from A1 Exclusive Agricultural to A3 Low Density Agricultural. Motion by Supervisor Gifford, second by Supervisor Splinter for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 152-2024-2026 RE: ELECTED OFFICIALS COMPENSATION FOR THE APRIL 2026 – APRIL 2028 TERM FOR COUNTY BOARD CHAIR NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors authorizes and approves the total annual compensation of the County Board Chair be established as shown above throughout the entire term of office together with mandatory participation in direct deposit for all pay. Note: Chair Reser stated that if there were no objections, he would consider resolutions 152-2024-2026 and 153-2024-2026 in one motion. There were no objections. Motion by Supervisor Fritz, second by Supervisor Oehlke for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 153-2024-2026 RE: ELECTED OFFICIALS COMPENSATION FOR THE APRIL 2026 – APRIL 2028 TERM FOR COUNTY BOARD SUPERVISOR NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors authorizes and recommends that the total annual compensation for County Board Supervisors be established as shown above throughout the entire term of office and shall participate in direct deposit for all their pay. Motion by Supervisor Fritz, second by Supervisor Oehlke for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 154-2024-2026 – AMENDED AS TO FORM RE: RESOLUTION TO EXCLUDE A JUVENILE DETENTION CENTER WITHIN THE JAIL AND LAW ENFORCEMENT CENTER'S PLANS AND IN THE CONSTRUCTED FACILITY NOW, THEREFORE, BE IT RESOLVED that the Portage County Board of Supervisors hereby approves and authorizes excluding a juvenile detention center within the Jail and Law Enforcement Center's plans and in the constructed facility. Note: Chair Reser stated that if there were no objections, he would consider resolutions 154-2024-2026, 155-2024-2026, 156-2024-2026, 157-2024-2026, and 158-2024-2026 in one motion. Supervisor Matt Jacowski objected. The resolutions were considered separately. Note: Chair Reser stated that if there were no objections Resolution No. 154-2024-2026 and Resolution No. 156-2024-2026 required an amendment to correct a scrivener's error to change the date of adoption from the 20th day of October to the 21St day of October. Amendment to correct a scrivener's error carried by unanimous consent. Motion by Supervisor Jankowski, second by Supervisor Medin for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 155-2024-2026 RE: RESOLUTION FOR SNOWMOBILE TRAIL AIDS 2026-2027 SEASON THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors has budgeted a sum sufficient to complete the snowmobile trail maintenance projects submitted to the Department of Natural Resources, and HEREBY AUTHORIZES Ryan Rose, Portage County Parks Director or Rex Runke, Portage County Trail Supervisor to act on behalf of the Portage County Park Commission too submit an application to the State of Wisconsin, Department of Natural Resources for any financial aid that may be available, sign documents, and take necessary action to undertake, direct and complete the approved projects. BE IT FURTHER RESOLVED THAT, the Portage County Park Commission will comply with Title VI of the Civil Rights Act of 1964 (PL 83-352); will comply with State and Federal rules for the program; may perform force account work; will maintain the completed project in an attractive, inviting and safe manner; will keep the facilities open to the general public during reasonable hours consistent with the type of facility; and will obtain from the state of Wisconsin, Department of Natural Resources, approval in writing before any change is made in use of the project site. Motion by Supervisor Barry Jacowski, second by Supervisor Fritz for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 156-2024-2026 – AMENDED AS TO FORM RE: RESOLUTION APPROVING THE CONTRACT WITH SOUTHERN HEALTH PARTNERS FOR INMATE HEALTHCARE NEEDS AT THE PORTAGE COUNTY JAIL NOW, THEREFORE, BE IT RESOLVED that the Portage County Board of Supervisors hereby approves and authorizes the contract with Southern Health Partners for inmate healthcare in the Portage County Jail for the period from January 1, 2026 through December 31, 2027, with annual renewals thereafter, subject to further terms and conditions. Motion by Supervisor Jankowski, second by Supervisor Wehr for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 157-2024-2026 RE: APPROVING AND AUTHORIZING ANTHEM BLUE CROSS BLUE SHIELD AS PORTAGE COUNTY'S HEALTH PLAN ADMINISTRATOR FOR 2026 NOW, THEREFORE, BE IT RESOLVED, the Portage County Board of Supervisors approves and authorizes to renew the agreement with Anthem, as Portage County's health plan administrator, effective January 1, 2026, based on the rates provided. Motion by Supervisor Doubek, second by Supervisor Oehlke for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 158-2024-2026 RE: REVISION TO PORTAGE COUNTY CODE OF ORDINANCES SECTION 3.11.9 COUNTY HUMAN RESOURCES POLICY, FRINGE BENEFITS (2) HEALTH INSURANCE NOW, THEREFORE, BE IT RESOLVED that the Portage County Board of Supervisors approves and authorizes the attached revisions to Portage County Code of Ordinance Section 3.11.9 (2) – Health Insurance. Motion by Supervisor Matt Jacowski, second by Supervisor Eggleston for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted. RESOLUTION NO. 159-2024-2026 RE: AUTHORIZING 2025 BUDGET AMENDMENTS AND TRANSFERS NOW, THEREFORE, BE IT RESOLVED, that the Portage County Board of Supervisors authorizes the attached 2025 budget adjustments as recommended by the Finance Committee. Motion by Supervisor Raikowski, second by Supervisor Dodge for the adoption. Motion carried by voice vote, with no negative votes. The resolution was adopted.
