PUBLIC NOTICE Pursuant to the “Noncoal Surface Mining Conservation and Reclamation Act” and the “Clean Streams Law” notice is hereby given that York Building Products Co., Inc. (York), 950 Smile Way, York, PA 17404, has made application to the Pennsylvania Department of Environmental Protection (DEP) for the modification of an Individual National Pollution Discharge Elimination System (NPDES) Permit, number PA0010235, in association with the Roosevelt Quarry, Surface Mine Permit Number 67870301. The Roosevelt Quarry is located in West Manchester Township and City of York, York County. The receiving stream for the permit areas is the Willis Run, which is classified as Warm Water Fishes (WWF) in 25 PA Code Chapter 93. The West York, Pa., U.S. Geological Survey 7.5 minute topographic map contains the area described. The permit modification seeks to increase the existing NPDES discharge point 002 and 003 combined discharge rate to 11.0 MGD consistent with the rates recommended in the site’s Updated 2025 Groundwater Pumping Evaluation Report. A copy of the application is available for public inspection at the West Manchester Township Building, 130 E. Berlin Road, York, PA.
