Public Hearing: a) Special Assessments for Public Improvements – Project 1-2025 Presentations: None Place on File: Place on File and Approved/Authorized: a) Consent Agenda as listed on 10/21/25; 10/7/25 Minutes of the Common Council Mtg.; 10/7/25 Minutes of License Committee Mtg.; 4/15/25 Minutes of Aesthetic Control Board Mtg.; Voucher List dated 10/21/25 in amount of $425,850.08. b) Beverage Operator's License – New – Anyon Rettinger. c) Rec. from BOPW - Street Improvements, in amount of $1,113,660., Alley Improvements in amount of $412,681., Sidewalk Improvements in amount of $120,000. all as listed in proposed '26 City Administrator's Budget. d) To Introduce and Adopt – Resolution No. 2876 – Final Resolution Authorizing Public Improvement and Levying Special Assessments Against Benefited Property in St. Francis, WI – 2025 Street Improvement Project. e) To Introduce and Adopt – Ordinance No. 1544 – Ordinance to Conditionally Rezone Certain Lands in the City of St. Francis from B-2 General Business District to B-2 General Business District with a Special Use Under Section 455-29(C) of the City of St. Francis Zoning Code – 3737 South Kinnickinnic Avenue PIN 545-8968-000.
