REQUEST FOR PROPOSALS
CONSTRUCTION MANAGER AT RISK
WATER TREATMENT PLANT NO. 2 EXPANSION
PBCWUD PROJECT NO. 24-033, PACKAGE IDENTIFICATION NO. TR01
PALM BEACH COUNTY, FLORIDA
Proposals, consisting of those documents and information described in the Request for Proposals (RFP), will be received by the Board of County Commissioners, Palm Beach County, Florida until 3:30 PM on January 6, 2026, at the Palm Beach County Water Utilities Department (PBCWUD) at 8100 Forest Hill Boulevard, West Palm Beach, FL, 33413.
The respondents will be submitting proposals to provide Construction Management at Risk services consisting of pre-construction services, developing a Guaranteed Maximum Price (GMP), and construction of a 21 MGD membrane plant at Water Treatment Plant No. 2 (WTP2) located in Lake Worth, Florida (the “Project”). The major project elements include, but are not limited to, plant expansion and hardening, pre-treatment systems, membrane building, chemical systems, clearwell, air scrubbers, ground storage tanks, pumping systems and building, electrical and instrumentation and control, wellfield expansion and raw water main installation. The project budget for all services is estimated to be $150,000,000 to $200,000,000. The Construction Manager shall have demonstrated alternative delivery method experience in water treatment with a minimum project value of $60,000,000 within the last ten (10) years from the date of this solicitation.
All conditions and requirements for submittal of proposals are contained in the RFP. The RFP may be downloaded from the County’s on-line Vendor Self-Service (VSS) system at https://pbcvssp.pbc.gov/vssprd/Advantage4. Non-Mandatory Pre-Proposal Conference and Site Visit. Proposers are invited to attend a non-mandatory pre-proposal conference to be held on November 4, 2025, at 11:00 A.M. at the following location: Central Region Operations Center Conference Room No. 55, 8100 Forest Hill Blvd, West Palm Beach, FL 33413. Additionally, a non-mandatory pre-proposal site visit will take place on November 5, 2025, at 8:30 A.M. local time at WTP2. Attendance at the pre-proposal conference and site visit is strongly recommended and encouraged. Attendees shall provide sufficient time to ensure arrival prior to the indicated time.
Equal Business Opportunity Program. Pursuant to the Palm Beach County Code Section 2-80.20 – 2-80.40 (EBO Ordinance), and Emergency Ordinance 2025-014, approved on June 3, 2025, the County will provide contracting and subcontracting opportunities for Small Business Enterprises (SBEs).
Responses will be evaluated based on the selection criteria set out in the RFP including the Affirmative Procurement Initiatives (APIs) determined by the County’s Goal Setting Committee. The APIs for this solicitation are:
SBE Evaluation Preference for Mentoring: 5 points for CM/SBE Partner
SBE Evaluation Preference for SBE Participation: up to 10 points for SBE Participation Plan
The APIs applicable to the construction phase(s) of this project, including any mandatory SBE goal for the construction subcontracts, will be determined by the County’s Goal Setting Committee prior to subcontractor bidding for each Guaranteed Maximum Price Amendment. It is anticipated that at least a mandatory minimum SBE subcontracting goal of 20% will be applied to the construction phase(s) of this project. However, depending on the availability of SBEs at the time of subcontractor bidding, the County’s Goal Setting Committee may apply a higher mandatory SBE subcontracting goal. Proposers should review the RFP for more information on the County’s EBO Program as it applies to the construction phase(s) of this project.
At the time of proposal submission, respondent must be properly certified and licensed in the State of Florida and/or Palm Beach County, as applicable, for the purpose of performing the specified work.
After the notification of recommended award has been posted, any unsuccessful proposer may request a debriefing from the Deputy Director, Krystin Berntsen, P.E., PMP, by email to KBerntsen@pbcwater.com.
Palm Beach County reserves the right to waive any proposal irregularities, informalities, or technical deficiencies and to reject any and all proposals.
