PLEASE TAKE NOTICE that Haddy Energy Storage LLC (the "Applicant") has applied to the Winslow Township Zoning Board of Adjustment seeking "D" Use and "C" Bulk Variances to permit a Battery Energy Storage System (BESS) facility within the Minor Commercial Zoning District of Winslow Township (the "Application"). The property is located at 519 Erial Road, Sicklerville, NJ further identified as Block 2101, Lot 36 on the Township of Winslow Tax Map (the "Site").
The Applicant requests d(1) use variances to permit the BESS facility which is not an expressly permitted use within the Minor Commercial Zoning District per Township Code §294-34. A d(1) use variance will also be required to permit outdoor storage, including storage containers with canopy(ies), which is an innate feature of the facility.
The Applicant requests the following bulk variance relief:
1. From Township Code §294 Attachment 3 to permit the canopies to be up to 35 feet tall, where utility uses in the non-Pinelands area of Winslow Township are only permitted to be 25 feet tall.
2. From Township Code §294-117C(1)(a) and (b) to permit a 10-foot chain-link fence to surround the perimeter of the Site, where the maximum height permitted is 6 feet in the rear and 4 feet in the front yard.
3. From Township Code §294-117C(2)(a) to permit barbed wire along the proposed fence, which is specifically prohibited by ordinance.
The Applicant also requests bulk variance relief, or a d(6) use variance to permit a 100-foot lightning rod and 120-foot transmission pole/transmission lines, whichever variance may be applicable as determined by the Board.
The following design waivers are also being sought:
1. From Township Code §294-114J to allow gravel access drives throughout the facility, where a paved surface is required.
2. From Township Code §294-123F(1)(a) to allow gravel parking spaces, where a paved surface is required.
No further variances have been identified at this time but the Applicant requests any and all other variances and waivers as may be required as a result of review and recommendations of the Board or its professional review staff.
This matter will be heard at the regular meeting of the Winslow Township Zoning Board of Adjustment scheduled for November 12, 2025, at 6:30 PM at the Winslow Township Municipal Building, 125 South Route 73, Braddock, NJ 08037-9422.
