Amending and supplementing Ordinance No. 40-2024, being the annual appropriations ordinance for 2025, by the creation of a 2026 Ohio Crime Victims Assistance Fund subparagraph containing a Victim Advocate category containing a Personal Services line item and Materials and Supplies line item; and finally, by the creation of a 2026 Victims of Crime Act Fund subparagraph containing a Victim Advocate category containing a Personal Services line item; and declaring an emergency.

Amending and supplementing Ordinance No. 40-2024, being the annual appropriations ordinance for 2025, by appropriating unappropriated Airport Grant Funds the sum of $1,904,503.00 to the Capital Outlay line item within the Airport category within the Airport Grant subparagraph; and finally, by appropriating from unappropriated 2026 Ohio Crime Victims Assistance funds the sum of $10,590.00 to the Personal Services line item within the Victim Advocate category within the 2026 Ohio Crime Victims Assistance subparagraph; and declaring an emergency.

Amending and supplementing Ordinance No. 40-2024, being the annual appropriations ordinance for 2025, by decreasing the current balance in the Contractual Services line item by $5,000.00 within the Waterworks Lands and Buildings category within the Waterworks subparagraph within the Waterworks Fund and increasing the current balance in the Contractual Services line item by $5,000.00 within the Waterworks Administration category within the Waterworks subparagraph within the Waterworks Fund; and declaring an emergency.

An ordinance designating that, pursuant to Ohio Revised Code Section 3735.66, structures or remodeling composed of multiple units exceeding five (5) said units are hereby classified as residential; and repealing any conflicting ordinances and resolutions; and declaring an emergency.

RESOLUTION NO. 229-2025
A resolution amending the official Zoning District Map to officially rezone PPN: 080015586000, PPN: 080018933000, and PPN: 080018932000 from designation Urban Residential District, “R3”, to General Business District, “GB”, and directing the Engineering Department to effectuate this change posthaste, and directing the Mayor and Council President to sign said official Zoning District Map upon said changes being made; and declaring an emergency.

A resolution authorizing and directing the Service-Safety Director, on behalf of the City of Bucyrus, to prepare and submit an application, and enter into necessary agreements related to the application as may be necessary and appropriate, for the Ohio Public Works Commission grant for funding not to exceed one hundred eighty-five thousand and no cents ($185,000.00) for the Beverly Drive Reconstruction Project; and declaring an emergency.

A resolution authorizing and directing the Service-Safety Director, on behalf of the City of Bucyrus, Ohio, to advertise for bids, not to exceed three hundred seventy-one thousand eight hundred-sixty dollars and no cents ($371,860.00), to include a ten percent (10%) contingency, and enter into a contract, or contracts, with the lowest and best bidder, or bidders, for the City of Bucyrus Aumiller Park Walking Path Project, and authorizing and directing the Auditor for the City of Bucyrus to draw a warrant, or warrants for, in payment therefor from the appropriate appropriation, or appropriations; and declaring an emergency.

RESOLUTION NO. 234-2025
Appointing Michelle Mostoller to fill the position of Bucyrus Council Clerk on a full-time (40) hour per week) basis from October 20, 2025, through December 31, 2025 at an hourly figure of $25.25, together with the available health insurance and sick leave entitlements, etc. For all non-union, non-elective full time (40 hour per week) city employees; further, the clerk’s (40 hour per week) city employees; further, the clerk’s (40 hour per week) shall include her attendance at all regularly scheduled and specially called council meetings and regularly scheduled and specially called committee meetings; further, the clerk shall be paid compensation of one and one-half (1½) times the basic hourly rate for hours worked over 40 hours, when authorized by the council president; alternatively, with the advance approval of the council president the clerk may be granted flex time equal to hour-for-hour compensatory time off in lieu of overtime pay for hours worked over (40) in a work-week; and declaring an emergency.
