LEGAL NOTICE OF PUBLIC INFORMATION MEETING
Intersection Improvement at U.S. 40 and County Road 200 West in Hendricks County
The Indiana Department of Transportation (INDOT) will host a public information meeting on Wednesday, November 12, from 5 - 7 p.m. EST at Cascade High School located at 6565 S. County Road 200 W., Clayton, IN 46118.
The purpose of this event is to offer all interested persons an opportunity to learn about the proposed project to improve roadway safety and traffic operations at U.S. 40 and County Road (C.R.) 200 West, DES# 2000268, and to provide feedback to INDOT. Doors will open at 5 p.m. EST to allow participants to view project displays and speak with project representatives during an informal open house session before a presentation begins at 5:30. To accommodate those unable to attend in person, a livestream of the presentation will be available.
The need for this project is due to an above average number of right-angle crashes, which have caused fatal/incapacitating injuries and property damage. This stems from the existing conditions of the divided highway, two-way stop-controlled intersection, including a narrow median width with minimal vehicle storage and a substandard westbound to northbound right-turn lane width. Additionally, the lack of median width prevents longer vehicles, such as school buses, from safely queuing in the median, leading to longer queue times and unsafe crossing movements for left-turning vehicles. The geometric deficiencies of the existing intersection have led to a police stoppage on U.S. 40 during high traffic events, such as school release, which increases the risk of rear-end crashes.
The recommended alternative is a Reduced Conflict Intersection (RCI) with a realigned C.R. 200 W approach. Median U-turn lanes are proposed for both eastbound and westbound U.S. 40. A raised median at the intersection of U.S. 40 and C.R. 200 W is proposed to eliminate C.R. 200 W through traffic and left turns from U.S. 40 onto C.R. 200 W.
Approximately 0.77 acre of new permanent right-of-way and 0.04 acre of temporary right-ofway may be required for this project.
The maintenance of traffic plan would occur under phased construction as follows:
• Pre-Phase: Temporary pavement markings and warning signs will be installed, and temporary pavement will be constructed as needed.
• Phase 1: This will include the construction of C.R. 200 W. under a closure and U.S. 40 loons, right-turn lanes, and outside drainage. Advanced warning signs, pavement markings, and temporary traffic barrier will be adjusted, and the U.S. 40 eastbound and westbound outside lanes will be closed. A single eastbound and westbound lane will remain open on U.S. 40.
• Phase 2: Median U-turns, turn lanes, inside shoulders, and median drainage will be constructed. Advanced warning signs and pavement markings will be adjusted, and temporary traffic barriers will be installed to close the U.S. 40 eastbound and westbound inside lanes. A single eastbound and westbound lane will remain open on U.S. 40.
• Phase 3: Median pavement and drainage will be completed. Advanced warning signs, pavement markings, and temporary traffic barriers will be adjusted, and the U.S. 40 eastbound and westbound inside lanes will be closed. A single eastbound and westbound lane will remain open on U.S. 40.
