ADVERTISEMENT Sealed proposals will be received by the Rochester Borough Sewer and Maintenance Authority of Beaver County, Pennsylvania through the Quest Construction Data Network (QuestCDN) at www.questcdn.com until 11:15 AM prevailing time on December 4, 2025 for: CONTRACT NO. 25-S1 DELAWARE AVENUE SEWER IMPROVEMENTS The scope of work for Contract No. 25-S1 includes the installation of a new manhole, removal of existing manhole, television inspection, installation of spot liner and approximately 100 linear feet of manhole-to-manhole in-place CIPP lining, service lateral reinstatement, bituminous and concrete roadway restoration, and all necessary appurtenances and restoration for said construction. Contract No. 25-S1 is being funded by a COVID-19 ARPA PA Small Water and Sewer grant from the Department of Treasury under the administration of the Commonwealth Financing Authority. Contractors shall demonstrate compliance with federal Executive Orders 11625, 12138, and 12432, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. The Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply.
