REQUEST FOR PROPOSALS (RFP)
SAFE STREETS AND ROADS FOR ALL (SS4A)
TEXAS PANHANDLE COMPREHENSIVE 
SAFETY ACTION PLAN
The Panhandle Regional Planning Commission (PRPC) is requesting sealed proposals from qualified consulting firms to develop a Comprehensive Safety Action Plan for the twenty-six (26) counties of the Texas Panhandle under the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) program.
The Plan will serve as a regional framework for identifying and prioritizing projects and strategies that significantly reduce or eliminate roadway fatalities and serious injuries. The consultant will conduct research and analysis, facilitate stakeholder engagement, and develop a data-driven and equity-focused plan consistent with USDOT’s “Vision Zero” objectives.
The study area includes the counties of Armstrong, Briscoe, Carson, Castro, Childress, Collingsworth, Dallam, Deaf Smith, Donley, Gray, Hall, Hansford, Hartley, Hemphill, Hutchinson, Lipscomb, Moore, Ochiltree, Oldham, Parmer, Potter, Randall, Roberts, Sherman, Swisher, and Wheeler, and will coordinate with existing SS4A planning efforts by the Cities of Amarillo and Canyon to avoid duplication.
Proposal Submission
Sealed proposals must be received no later than Friday, December 5, 2025, at 10:00 AM (CST) at:

Each submission must include one (1) original signed proposal, five (5) additional copies and one (1) electronic copy (via email or flash drive). Electronic copies can be submitted to aguerrero@theprpc.org provided that all required attachments are included. Late or faxed proposals will not be accepted.
RFP documents, including the detailed Scope of Work, Evaluation Criteria and required Attachments I–III, may be obtained by emailing aguerrero@theprpc.org.
Questions regarding the RFP may be submitted in writing to the same email address. Responses to all inquiries will be shared weekly with the Safety Action Plan – Panhandle Advisory Committee (SAFE-PAC) to ensure transparency.

The PRPC reserves the right to negotiate with any and all individuals and firms that submit proposals and to award more than one contract or to award no contracts. All potential contracts and tasks arising from this RFP are subject to approval by the PRPC Board of Directors. PRPC reserve the right to reject any or all proposals or to waive any informalities.
