City of Wauwatosa Common Council Meeting Minutes Full Version on file in the City Clerk's Office and on the City website at wauwatosa.net. Tuesday, September 30, 2025, Zoom and Common Council Chambers, City Hall, 7725 W. North Avenue. Mayor McBride called the regular Common Council meeting to order at 7:11 PM. 14 Alderpersons present (Excused: Wilke, Makhlouf II). MOTION by Franzen/Lewis to approve the minutes of the August 26, 2025, special meeting. Motion carried 14-0. MOTION by Franzen/Lewis to approve the minutes of the September 9, 2025, regular meeting. Motion carried 14-0. The following public hearings were held: • Public Hearing for a Conditional Use Permit for a health club in the General Commercial and Mayfair Corridor Overlay (C2/MAY) zone at 3203 N. Mayfair Road, Laura Lewallen, PB2 Architecture, applicant • Public Hearing for a Conditional Use Permit in the Midtown Mixed Use (MID-MIX) district at 2289 Ludington Avenue to establish a wine bar, Tim Walsh, applicant MOTION by Fuerst/Arney to approve the following appointments/reappointments: • Chantal Bazzoni-Boncher and Linda Gulrajani, Wauwatosa Tourism Commission, terms ending July 31, 2026. Motion carried 14-0. • Chris Due and Nancy Hall, Equity and Inclusion Commission, terms ending October 31, 2028. Motion carried 14-0. • Gene Guszkowski, Wauwatosa Historic Preservation Commission, term ending November 30, 2028. MOTION by Phillips/Fuerst to approve Resolution approving a Conditional Use Permit in the Neighborhood/Village Trade (C1) zone at 7487 Harwood Avenue to allow for the operation of an event facility and outdoor seating area to be shared with the northern adjacent property (Draft & Vessel), Nathaniel Davauer, Draft & Vessel, applicant. Motion carried 14-0. MOTION by Phillips/Fuerst to approve Resolution approving a Conditional Use Permit in the General Commercial (C2) zone at 6108 West Blue Mound Road for an eating establishment, Amberlea Childs, Plant Joy LLC., applicant. Motion carried 14-0. MOTION by Morgan/Lewis to adopt Ordinance amending Sec. 11.32.080 of the Wauwatosa Municipal Code to prohibit parking between the hours of 5:30 pm and 9:00 pm on the west side of 84th Street in front of the north 17 feet of 2321 N 84th Street and in front of 2357 N 84th Street and to prohibit parking at all times on the east side of 84th Street in front of 2336 N 84th Street. Motion carried 14-0. MOTION by Morgan/Lewis to adopt Ordinance amending Sec. 11.32.080 of the Wauwatosa Municipal Code to prohibit parking on the south side of Hillcrest Drive from 68th Street to Washington Circle. Motion carried 14-0. MOTION by Morgan/Lewis to adopt Ordinance amending Sec. 11.32.080 of the Wauwatosa Municipal Code to establish 15-minute parking restrictions on the east side of 72nd Street fronting 2154 N. 72nd Street. Motion carried 14-0. MOTION by Morgan/Lewis to adopt Ordinance amending Sec. 11.32.080 of the Wauwatosa Municipal Code to establish 15-minute parking restrictions on the east side of 70th Street from North Avenue to the alley south of North Avenue. MOTION by Morgan/Lewis to adopt Ordinance amending Sec. 11.28.035 of the Wauwatosa Municipal Code to establish no turns on red on the intersection approaches of select traffic signalized intersections. Motion carried 14-0. MOTION by Morgan/Lewis to approve Resolution in support of the Safe Roads Save Lives Act (SB 375/AB 371), which would authorize the City of Milwaukee to implement a traffic safety camera pilot program. Motion carried 14-0. MOTION by Morgan/Lewis to approve Resolution approving the installation of all-way stop control at the 74th Street intersection with Hennessey Avenue. Motion carried 14-0. MOTION by Morgan/Lewis to approve Resolution approving the installation of all-way stop control at the 109th Street intersection with Wisconsin Avenue. Motion carried 14-0. MOTION by Franzen/Fuerst to approve Resolution approving application for appointment of successor Agent, Laura Curran, Metcalfe Foods-Tosa, Inc., d/b/a Metcalfe Markets, 6700 W. State Street. Motion carried 14-0. MOTION by Franzen/Fuerst to approve Resolution approving application for appointment of successor Agent, Brooke Remitz, Whole Foods Market Group, Inc., d/b/a Whole Foods Market, 11100 W. MOTION by Franzen/Fuerst to approve Resolution approving application for appointment of successor Agent, Austin Korth, Walgreens Company, d/b/a Walgreens #10196, 6600 W. State Street. MOTION by Franzen/Fuerst to approve Resolution approving applications for Special Event Permit and temporary extension of licensed premises by Paul Hackbarth, Camp Bar, Event Name: Packer Viewing Party, Date/Time: October 19, 2025, 12:00 PM - 7:00 PM, Location: 66th Street between North Avenue and alley behind Camp Bar. Motion carried 14-0. MOTION by Franzen/Fuerst to approve Resolution adopting the 2025 Milwaukee County Hazard Mitigation Plan. Motion carried 14-0. MOTION by Franzen/Fuerst to approve Resolution directing the City Administrator to prepare and present within 30-90 days an executive summary describing a potential joint fire department formed by West Allis and Wauwatosa. Motion carried 13-1 (Nay: Meindl). MOTION by Franzen/Fuerst to approve Resolution authorizing city staff to apply for an innovation grant upon the approval by West Allis and Wauwatosa of an agreement to transfer fire protection and emergency services to a joint fire department. Motion carried 13-1 (Nay: Meindl). MOTION by Moldenhauer/Phillips to approve Resolution approving contract with Arch Electric for installation of solar photovoltaic arrays on Fire Station 51, Fire Station 52, Fire Station 53, Fire Training Building, and Hart Park Administration Building and approving construction commencement in 2025 in advance of approval of the 2026 Capital Improvement Budget. Motion carried 14-0. MOTION by Moldenhauer/Phillips to approve Resolution approving final invoice payment to Statz Restoration for City Hall bathroom remodel construction in the amount of $42,480. Motion carried 14-0. MOTION by Moldenhauer/Phillips to approve Resolution approving agreement with Union Pacific Railroad (UPRR) for activities involved with a diagnostic review of the Walnut Road private crossing and approving a fund transfer of $50,000 from Bus Stop Improvements (CIP #9008) to Engineering consulting services. MOTION by Moldenhauer/Phillips to approve Resolution approving contract with CG Schmidt for construction management preconstruction services for the renovation of the Library/City Hall complex in the amount of $69,200. Motion carried 12-2 (Nay: Meindl, Morgan). MOTION by Moldenhauer/Phillips to approve Resolution approving City participation in the National Opioids Secondary Manufacturers Settlement. Motion carried 14-0. MOTION by Moldenhauer/Phillips to approve Resolution approving 25-year extension of T-mobile cellular antennae on the water tower at 10331 Watertown Plank Road. Motion carried 14-0. MOTION by Moldenhauer/Phillips to approve Resolution approving the utilization of the 2024 Health Insurance surplus to establish a sick leave pay-out, provide a dividend to employees, and create a flood reimbursement reserve. Motion carried 14-0. MOTION by Moldenhauer/Phillips to approve Resolution approving August 2025 flood-related emergency purchases and fund transfers. Motion carried 14-0. MOTION by Moldenhauer/Phillips to approve Resolution Authorizing the Issuance and Establishing Parameters for the Sale of Not to Exceed $26,635,000 General Obligation Promissory Notes, Series 2025A. Motion carried 14-0. MOTION by Moldenhauer/Phillips to ratify Comptroller's Office bills and claims report, July 23 through September 30, 2025. Motion carried 13-1 (Nay: Meindl). MOTION by Dolan/Brannin to approve Resolution approving agreement with the Wisconsin Department of Transportation (WisDOT) for the City of Wauwatosa to receive traffic mitigation funding for signal enhancements. Motion carried 14-0. MOTION by Dolan/Brannin to approve Resolution approving Change Order #02 for Contract 25-19, 2025 Sidewalk Repair Program. Motion carried 14-0.
