NOTICE OF SPECIAL DISTRICT MEETING –
SPECIAL ELECTION

NOTICE is hereby given that pursuant to a resolution adopted by the Board of Education on October 21, 2025, a Special District Meeting of the qualified voters of South Orangetown Central School District will be held on December 16, 2025 in the four Election Districts stated below, from 7:00 a.m. to 9:00 p.m. (prevailing time) for the purpose of voting to elect one person to fill the vacancy on the Board of Education as a result of the resignation of Board member John Savage (“Special Election”). The vote will be by paper ballot.
ALSO TAKE NOTICE that a candidate for the office of member of the Board of Education shall be nominated pursuant to Section 2018 of the Education Law, by petition. Each vacancy on the Board of Education is a separate specific office. The petition for the vacant seat shall be signed by at least 45 qualified voters of the District, shall state the name and residence address of each signer, shall state the name and residence address of the candidate, and shall describe the specific vacancy on the Board of Education for which the candidate is nominated, which description shall include at least the length of the term of office and the name of the last incumbent, if any. Petitions nominating candidates for the office of member of the Board of Education must be filed in the office of the Clerk of the District between the hours of 9:00 a.m. and 4:00 p.m. no later than the thirtieth day preceding the date of election, by November 17, 2025 by 5:00 p.m. Petitions shall be filed for one (1) member of the Board of Education for the remainder of the unexpired term, effective upon taking the oath of office on or about December 16, 2025 and through June 30, 2028 to fill the vacancy due to the resignation of John Savage.
NOTICE IS FURTHER GIVEN that personal registration of voters is required pursuant to Section 2014 of the Education Law. All persons who have previously registered with the School District and voted at any Annual or Special District Meeting or Election held or conducted within four calendar years prior to said Special District Meeting shall be entitled to vote. If an eligible voter is currently registered to vote with the Rockland County Board of Elections, they are also eligible to vote. All other persons who wish to vote must register with the District or Rockland County. The register of the qualified voters of said School District prepared for the Annual Meeting and Election held on May 20, 2025, shall be used as the basis for the preparation of the register for said Special Election to be held on Tuesday, December 16, 2025. Any qualified voter may register to vote for said Special Election during regular school business hours, from 8:00 a.m. to 4:00 p.m. (prevailing time) on days when school is in session at the District Clerk’s Office, Administration Building, Blauvelt, NY, at which time any person shall be entitled to have their name placed upon such register, provided that they are known or proven to be then or thereafter entitled to vote at said Special Election for which such register is prepared.
NOTICE IS FURTHER GIVEN that the Register of voters so prepared, including the names of military voters who submitted valid military voter registrations, shall be filed in the Office of the Clerk of the District and shall be open for inspection by any qualified voter of the District between the hours of 8:00 a.m. and 4:00 p.m. (prevailing time), beginning on December 11, 2025, except Sunday and, on Saturday, December 13, 2025, by prior appointment only. Said Register will be open for inspection at the polling places on the date of said Special Election.
NOTICE IS FURTHER GIVEN that applications for early mail ballots and absentee ballots may be obtained at the office of the District Clerk on any weekday, except holidays, between the hours of 9:00 a.m. and 4:00 p.m. (prevailing time). The completed early mail ballot or absentee ballot application must be received by the District Clerk no more than thirty (30) days and at least seven (7) days prior to the Special Election (December 9, 2025) if the early mail ballot or the absentee ballot is to be mailed to the voter or by no later than 5:00 p.m. on December 15, 2025 if the early mail ballot or absentee ballot will be personally picked up by the voter or the voter’s designated agent set forth in the application, at the office of the District Clerk. No early mail voter’s ballot or absentee voter’s ballot shall be canvassed unless it shall have been received in the office of the District Clerk of the South Orangetown Central School District not later than 5:00 o’clock p.m. (prevailing time) on the day of said Special Election.
Separate lists of all persons to whom early mail ballots, absentee ballots, and military ballots shall have been issued will be available in the office of the District Clerk between the hours of 9:00 a.m. and 4:00 p.m. (prevailing time) on each of the five (5) days prior to the day set for the Special Election; Saturday and Sunday excepted.
NOTICE IS FURTHER GIVEN that Military Voters who are not currently registered to vote may obtain an application to register as a qualified voter of the District and Military Voters who are registered voters of the District may obtain an application for a military ballot by contacting the District Clerk at 160 Van Wyck Road, Blauvelt NY 10913, Telephone (845) 680-1012 or email: kmuscari@socsd.org, for said Special Election. The Military Voter may indicate their preference for receiving the registration application and/or application for military ballot by mail, by facsimile or email. The application to register to vote and/or the application for a military ballot must be received by the District Clerk no later than 5:00 P.M. (prevailing time) on November 21, 2025. Military ballots will be mailed or otherwise distributed no later than 25 days before the Special Election. Military ballots must be returned by mail or in person and received by the District Clerk by 5:00 p.m. (prevailing time) on Tuesday, December 16, 2025.
ELECTION DISTRICT NO. 1
Comprising the Hamlet of Blauvelt.
The Election within this District shall be held at the South Orangetown Middle School, Van Wyck Road, Blauvelt, NY
ELECTION DISTRICT NO. 2
Comprising the Hamlet of Orangeburg.
The Election within this District shall be held at the Tappan Zee High School, Dutch Hill Road, Orangeburg, NY
ELECTION DISTRICT NO. 3
Comprising the Hamlet of Tappan.
The Election within this District shall be held at the William O. Schaefer Elementary School, Lester Drive, Tappan, NY
ELECTION DISTRICT NO. 4
Comprising the Villages of Piermont and Grand View, and the Hamlets of Palisades and Sparkill. The Election within this District shall be held at the Tappan Zee Education Center, Route 9W, Piermont, NY
Only qualified voters who are duly registered will be permitted to vote.
