The regular meeting of the Lafourche Parish Fire Protection District Number Three Board of Commissioners was held on Tuesday, September 23, 2025. The meeting took place at the Lafourche Parish Fire District 3 Training Building in Cut Off. Chairman Reggie Pitre called the meeting to order at 6:30 PM. PLEDGE TO THE AMERICAN FLAG: Chairman Pitre led the pledge to our flag. ROLL CALL OF COMMISSIONERS: Chairman Reggie Pitre–Present; Vice-Chairman Dean Savoie–Present; Commissioner Morris Guidry–Present; Commissioner Aaron Montez–Absent; Commissioner Troy Dufrene–Absent. APPROVAL OF BOARD MEETING MINUTES: Commissioner Savoie moved to accept the minutes of the July 22, 2025, Regular Board Meeting, as written, seconded by Commissioner Guidry. No public comments. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Absent; Commissioner Montez–Absent. Commissioner Savoie moved to accept the minutes of the September 2, 2025, Special Board Meeting, as written, seconded by Commissioner Guidry. No public comments. Vote held: Commissioner Savoie–Yea; Commissioner Guidry–Yea; Commissioner Dufrene-Absent; Commissioner Montez–Absent. OLD BUSINESS: Hebert advised Belle Amie's draining has been fixed. Still have several problems: water heater not working, concrete chipping-Picciola hasn't responded on how to fix it. Discussion held. Hebert advised the Training Tower is complete, waiting on electrical. Foret wasn't satisfied with the concrete work and offered a $2,000 credit and a 3-yr warranty. Chief Dedon advised he'd use that money to upgrade the interior panels to be able to spray water. Discussion held. Hebert introduced Pay App No. 5 in the amount of $122,630.22, for the Training Tower and the Substantial Completion without the electricity. Commissioner Savoie motion to approve Pay App No. 5, seconded by Commissioner Guidry. Public comments: None. Hebert stated South Golden Meadow Temporary Station is installed, waiting on prices on electrical. MM Pitre advised 3 flood vents came in today, 2 still on back order. Commissioner Savoie motion to approve Substantial Completion, seconded by Commissioner Guidry. Public comments: None. Hebert presented Change Order No.1 for 4 LD days, for $1,000, to be deducted from Picciola Construction and the Substantial Completion. Commissioner Savoie motion to approve Change Order No.1, seconded by Commissioner Guidry. Public comments: None. CMA will be following up by end of this week. CSRS still working on generator grants. Fire Central Demolition being worked on. Discussion held. West Cut Off Station: FEMA CRC determined the station will be a repair. Linda working on gathering information to move forward. South Golden Meadow: Contract executed. Project moving forward. GOHSEP shutter grant now open, still moving forward. ICC waiver going to GOHSEP this week. NEW BUSINESS: Communications Equipment Bid: Motorola was only company to bid, at price of $495,000. Chief Dedon would like bid accepted and be given permission to sign all documentation. Savoie motion to accept bid, seconded by Commissioner Guidry. Public comments: None. FIRE CHIEF'S REPORT: Chief Dedon advised he purchased TangoTango, an app to receive emergency calls for under $3,000. Discussion held. Chief then spoke about the ratio of LAD calls vs FD3 calls: 23% of calls this year have been fire department. Thanked Golden Meadow Rotary Club for CO detectors and advised some have already been installed. Spoke about ACT 554 FF Wellness. Advised 21 attended CPR class last night. Chiefs' Mtg this Thursday-Planning Commission to change hydrant requirements. Discussion held. Chief then advised a new division of FD Chaplains has been added with 3 personnel: Seth Griffin, Todd Hunter, Jr., and Jerry Griffin. They have already started training. COMMUNICATION'S REPORT: Supervisor Mary St. Pierre advised 60 fire calls and 238 EMS calls so far this month. Fire side not having issues since replacing computer; EMS side now having issues- getting prices to replace. New dispatcher hired on 09/15. 2 dispatchers tested HMA, one passed. MECHANIC'S REPORT: Master Mechanic Ryan Pitre reported he received 40 CAD work orders and 45 maintenance reports. 6 trucks brought in for routine maintenance. Currently working on Ladder 1. Engine 60 out of service, waiting on parts. HQ15 out of service-ABS module throwing codes. Will cost $600 for part, then will be brought to dealership to get reprogrammed. Chief Dedon requested moving forward with new truck purchases, advised Water District started leasing vehicles and maintenance is covered. MM Pitre advised he had to use his POV a few weeks ago when his truck was in the shop. Discussion held. CHAIRMAN'S REPORT: Chairman Pitre advised October's meeting scheduled on October 28th, would like to move it to October 27th at 5PM. Commissioner Savoie motion to move October's meeting, seconded by Commissioner Guidry. Public comments: None. After last meeting, discussion held about Dispatch Center shutting down-explained entire situation after speaking to new Parish President.
