NOTICE OF RULEMAKING FOR PARKING AND PARKING ENFORCEMENT BY BRADBURY COMMUNITY DEVELOPMENT DISTRICT
A public hearing will be conducted by the Board of Supervisors ("Board") of the Bradbury Community Development District ("District") on Wednesday, December 17, 2025, at 11:30 AM, at Offices of PRIME Community Management, 375 Avenue A SE, Winter Haven, Florida 33880..
In accordance with Chapters 190 and 120, Florida Statutes, the District hereby gives the public notice of its intent to adopt its Rule Chapter 3—Parking and Towing Rules, the Rules Relating to Parking and Parking Enforcement ("Policy") to regulate parking on District property with penalties including but not necessarily limited to towing. The purpose and effect of the Policy is to provide for efficient District operations as provided for in Section 190.035, Florida Statutes. Specific legal authority for the Policy includes Sections 190.011, 190.012(3), 190.035(2), 190.011(5), 190.012(2)(d), and 120.54, Florida Statutes. Prior Notice of Rule Development was published in The Ledger newspaper on Wednesday, November 12, 2025.
The public hearing will provide an opportunity for the public to address the Policy. A copy of the Policy and any material proposed to be incorporated by reference may be obtained by contacting the District Manager, Jill Burns, c/o Governmental Management Services – Central Florida, LLC, 219 East Livingston Street, Orlando, Florida 32801, by phone during regular business hours at (407) 841-5524, or by e-mail at jburns@gmscfl.com ("District Manager's Office").
Any person who wishes to provide the District with a proposal for a lower cost regulatory alternative as provided by Section 120.541(1), Florida Statutes, must do so in writing within twenty-one (21) days after publication of this notice to the District Manager's Office.
The public hearing may be continued to a date, time, and place to be specified on the record at the hearing. If anyone chooses to appeal any decision of the Board with respect to any matter considered at the public hearing, such person will need a record of the proceedings and should accordingly ensure that a verbatim record of the proceedings is made which includes the testimony and evidence upon which such appeal is to be based. At the hearing, one or more Supervisors may participate in the public hearing by speaker telephone.
