MEETING OF THE COUNTY BOARD OF SUPERVISORS MANITOWOC COUNTY, WISCONSIN Tuesday, September 16, 2025 6:00 P.M. Pursuant to Wis. Stats. 59.04, the County Board of Supervisors of Manitowoc County, Wisconsin convened in open session at the Heritage Building, in the City of Manitowoc, being the 16th day of September 2025, for the purpose of transacting business as a Board of Supervisors. Chairman Martell called the meeting to order at 6:00 p.m. Supervisor Jadowski gave the invocation, followed by the Pledge of Allegiance to the Flag by the entire assemblage. Roll call: 22 members were present: Jadowski-2, Metzger-3, Heilman-4, Martell-5, Hansen-6, Schiesl-7, Hacker-8, Sitkiewitz-9, Zimmer-10, R. Phipps-11, Behnke-12, Neils-13, Hammel-15, Naidl-16, Maresh-17, Falkowski-19, Engelbrecht-20, M. Phipps-21, Grambow-22, Klein-23, Weiss-24, and Shimulunas-25. Supervisors Bonde, Lillibridge, and Muench were excused. Supervisor Shimulunas departed the meeting at 6:35 p.m. REPORTS Dave Wetenkamp, Soil and Water Conservation Director presented the Manitowoc County (10-Year) 2026-2035 Land and Water Resource Management Plan. PUBLIC COMMENT – OPPORTUNITY FOR CITIZENS TO PRESENT THEIR VIEWS Chairman Martell declared public comment open at 6:39 p.m. Jim Theyerl, Town of Manitowoc, reported he would be taking his court case to the federal court. No one else present wished to speak, subsequently Chairman Martell closed public input at 6:42p.m. CONSENT AGENDA Chairman Martell called the consent agenda and questioned if any supervisor wished to withdraw any items. Supervisor Engelbrecht moved, seconded by Supervisor Behnke to approve Consent Agenda Items A, B1, C1a, C1b, C2a, and C2b. Upon vote, the motion carried unanimously. A. Approve August 19, 2025 County Board Minutes. B1. Appointment of Alternate) Duane Argall to the Board of Adjustment for a term expiring July 2027. C1a. Resolution 2025/2026-113 Denying Claim (April Bauer). C1b. Resolution 2025/2026-114 Denying Claim (Hannah Campion). C2a. Ordinance 2025/2026-115 Amending Zoning Map (Paul G. Bertler Irrevocable Trust). C2b. Ordinance 2025/2026-116 Amending Zoning Map (Hatleli). COMMITTEE REPORTS, RESOLUTIONS, ORDINANCES Aging and Disability Board: Supervisor Hacker gave a brief report. Criminal Justice Coordinating Committee: Supervisor Falkowski gave a brief report. Miscellaneous: Chairman Martell moved, second by Supervisor Maresh to adopt Resolution 2025/2026-118 Appointing Melissa McCulley to Fill the Unexpired Term of the Current County Treasurer. Upon vote, the motion carried unanimously. Expo-Ice Center Board: Supervisor Behnke gave a brief report. Finance Committee: Supervisor Hanson gave a brief report. Highway Committee: Supervisor Behnke gave a brief report. Land Conservation Committee: Supervisor Ryan Phipps gave a brief report. Supervisor R. Phipps moved, seconded by Supervisor Schiesl to adopt Resolution 2025/2026-117 Manitowoc County (10-Year) 2026-2035 Land and Water Resource Management Plan. Upon vote, the motion carried unanimously. Personnel Committee: Supervisor Maresh gave a brief report. Planning & Park Commission: Supervisor Falkowski gave a brief report. Public Safety Committee: Supervisor Falkowski gave a brief report. Public Works Committee: Supervisor Sitkiewitz gave a brief report. ADJOURNMENT Supervisor Neils moved to adjourn, seconded by Supervisor Hansen, and the motion was adopted by acclamation.
