Maricopa County extends an invitation to interested and qualified firms or individuals to submit formal sealed qualifications electronically through an outside e-procurement platform, BidNet Direct to provide Construction Administration Services for the following projects:

FOR THE PURPOSE OF THIS EVALUATION, TT0633 SOUTHERN AVENUE: 107TH AVE. TO 37TH LANE HAS BEEN DESIGNATED AS THE SAMPLE PROJECT. THE CONTRACT PERIOD FOR THIS SAMPLE PROJECT WILL BE FOR A MINIMUM OF SIX HUNDRED AND THIRTY-FIVE (635) CALENDAR DAYS AFTER THE APPROVAL BY THE MARICOPA COUNTY BOARD OF SUPERVISORS A MAXIMUM OF FOUR (4) SEPARATE CONTRACTS WILL BE AWARDED. EACH OF THE REMAINING CONTRACTS WILL HAVE SIMILAR, BUT INDIVIDUALIZED SCOPES OF WORK AND CONTRACT PERIODS.
The solicitation, evaluation, ranking, selection, and negotiation shall comply with the qualifications-based selection procurement procedures for architectural and engineering services codified under Title 40 U.S.C. 1101-1104, commonly referred to as the Brooks Act, and the Maricopa County Procurement Code.
SOQ’s will be accepted from any Prime Consultant properly registered with the Arizona Board of Technical Registration (BTR) at the time the SOQ is submitted to MCDOT. For your proposal to be considered and evaluated for award, a Principal or Officer of the Firm responsible for this contract must submit evidence that the Principal or Officer is properly registered with the BTR at the time the SOQ is submitted to MCDOT. It is the Prime Consultant’s responsibility to verify that all Sub-consultants in the SOQ submittal have the proper Arizona Licenses and/or Registrations, and DBE Certification if applicable, for the services to be performed under this contract.
All potential offerors are advised that Maricopa County Procurement Code, Article MC1-409 states:
MC1-409 PREPARATION OF SPECIFICATIONS BY PERSONS OTHER THAN MARICOPA COUNTY PERSONNEL
A. The requirements of this Article shall apply to all Specifications prepared by other than Maricopa County Employee. Contracts for the preparation of Specifications by other than County personnel shall require the Specification writer to adhere to such requirements.
B. If Specifications are prepared by other than Maricopa County Employee, the Person preparing the Specifications shall be prohibited from responding to any resulting Solicitation unless the Chief Procurement Officer determines in writing that permitting the Person who prepared the Specifications to respond is Advantageous to Maricopa County and this Person does not have an unfair advantage.
If any person who prepared specifications for this project desires to submit a proposal, they may submit an explanation of their role in the preparation of specifications prior to submitting a proposal. It is the person’s submitting the explanation obligation to support why allowing the County to consider their proposal is (1) advantageous to Maricopa County and (2) why allowing the person to submit a proposal does not give that person an unfair advantage. The Chief Procurement Officer or delegee will determine whether the person may submit a proposal after review of the submitted explanation and consultation with the requiring agency.
“SPECIFICATION”, as defined in MC1-101 (116), means any description of the physical or functional characteristics, or of the nature of a material, Service or Construction item. Specification may include a description of any requirement for inspecting, testing, or preparing a material, Service or Construction item for delivery.
SOQ’s shall be in the prescribed format and submitted electronically through BidNet Direct no later than 2:00 p.m. on December 4, 2025.
Telegraphic, telephonic or telecopy (FAX) submittals or modifications of submittals or any portion of the submittals will not be considered. Proposals received after the time and date set for submittal will not be considered and each Proposer is solely responsible for the delivery of its Proposal to the above location by the time and date specified.
An Evaluation Committee will evaluate each SOQ according to the Proposal Selection Criteria and shortlist a maximum of six (6) firms. MCDOT may invite the short-listed firms to participate in an interview. If interviews are held: a) additional information regarding the interview will be issued to the short-listed firm; b) MCDOT will select the firms on the final list and their order on the final list solely through the results of the interview process. The County shall enter into negotiations for four (4) separate contracts with the highest qualified firms in ascending order as determined by the Evaluation Committee.
The Maricopa County Department of Transportation, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252.42 U.S.C. §§2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
