Sealed proposals will be received by the Rochester Borough Sewer and Maintenance Authority of Beaver County, Pennsylvania through the Quest Construction
Data Network (QuestCDN) at www.questcdn.com until 11:00 AM prevailing time on December 4, 2025 for:
CONTRACT NO. 25-S2
2025 CLEANING AND TELEVISING PROGRAM
The scope of work for Contract No. 25-S2 includes cleaning, television inspection, and preparation of pertinent inspection reports for all inspections as outlined in the contract
documents. The work consists of sewer line cleaning and closed-circuit televising (CCTV) inspection of approximately 7,100 linear feet of 8? to 18? diameter sanitary and
combined sanitary storm sewer along with all necessary appurtenances and restoration for said construction.
All bidders are required to buy the Bid Documents in PDF format for a nonrefundable deposit of $125.00 from QuestCDN using project number 9785984. Contact

Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Interested parties may contact the Authority for access information prior to the date and time identified herein.
Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Authority. The bid must be accompanied by a certified check or bid
bond in the amount of ten percent (10%) of the bid, made payable to the Rochester Borough Sewer and Maintenance Authority to guarantee the bidder’s entrance into the contract if given the award. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans,
specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances.
The project is being funded by a grant from the Commonwealth of Pennsylvania, Commonwealth Financing Authority.
The Authority reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after
the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987) for contract values exceeding $25,000 and the Public Works Employment Verification Act (July 2012).
The Authority shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid
opening; provided, however, that the Authority may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date
until the Authority has received all required approvals from other governmental agencies. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964.
