NOTICE OF SPECIAL SCHOOL DISTRICT MEETING AND VOTE
AND AVAILABILITY OF ABSENTEE, EARLY MAIL AND MILITARY BALLOTS

PLEASE TAKE NOTICE that a Special School District Meeting and Vote of the Tioga Central School District, Tioga County, New York, will be held on December 17, 2025 (the “Vote Date”) at 12:00 o’clock P.M. in Room 96, located through the rear entrance of the Tioga Central Middle School Gymnasium, 27 Fifth Avenue in Tioga Center, New York, at which time the polls will be kept open between the hours of 12:00 o’clock P.M. and 8:00 o’clock P.M., Prevailing Time, for the purpose of voting by paper ballot upon the following bond proposition:
BOND PROPOSITION – IMPROVEMENTS TO AND RECONSTRUCTION OF VARIOUS SCHOOL DISTRICT BUILDINGS AND FACILITIES
Shall the following resolution be adopted, to wit:
RESOLVED, shall the Board of Education of the Tioga Central School District, Tioga County, New York, be authorized to undertake the construction of improvements to and reconstruction of various School District buildings and facilities, including original furnishings, equipment, machinery, apparatus, appurtenances, together with playground and athletic field and facility improvements, site improvements, and other incidental improvements and expenses in connection therewith, at a maximum estimated cost of $43,800,000, and that $4,600,000 monies from the 2017 Capital Reserve Fund monies shall be used to pay a portion thereof, and that the remaining $39,200,000, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and in anticipation of such tax, obligations of said School District shall be issued.
SEQRA DETERMINATION: The School District has acted as lead agency under the State Environmental Quality Review Act regulations of the State of New York. The capital project herein authorized has been determined to be a “Type II Action” pursuant to 6 NYCRR Part 617.5 (c)(1), (2) and (10) of the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act (“SEQRA”), the implementation of which as proposed, as such, it has been determined will not result in any significant adverse environmental impact. SEQRA compliance materials are on file in the Office of the School District Clerk and are available for public inspection during regular business hours upon appointment.
QUALIFICATION OF VOTERS: To qualify as a voter within the Tioga Central School District, a person must fulfill the following requirements: 1) Be a citizen of the United States of America; 2) Be at least eighteen (18) years of age as of the Vote Date; and 3) A resident within the School District for at least a period of thirty (30) days preceding the date of a scheduled vote, and not otherwise prohibited from voting under the provisions of Section 5-106 of the Election Law.
ABSENTEE BALLOTS: Pursuant to the provisions of the Education Law, a district voter is eligible to vote by absentee ballot under one of the following conditions: 1) Illness or physical disability, 2) Business responsibilities or studies which require travel outside of the county or city of residence on the day of the vote, 3) Vacation outside of the county or city of residence, or 4) Detention or confinement to jail after conviction for an offense other than a felony.
Requests for absentee ballots may be applied for by calling the District Office at 607-687-8000 between the hours of 8:00 a.m. and 3:00 p.m. or via email to kroberts@tiogacentral.org. Such requests must be received by the District Clerk at least seven (7) days before the vote set in this notice, if the ballot is to be mailed to the absentee voter, or the day before the vote, if the ballot is to be issued personally to the absentee voter. Absentee ballots must be received in the Office of the Clerk of the District not later than 5:00 p.m. on the date of the vote. A list of all persons to whom absentee ballots have been issued will be available for inspection in the District Clerk’s Office during regular office hours which are between 8:00 a.m. and 3:00 p.m.
Any qualified voter may, upon examination of such list, file written challenge to the qualifications of a voter of any person whose name appears on the list, stating the reason for challenge. Such list shall be posted in a conspicuous place during the vote, and any qualified voter may challenge the acceptance of the absentee voter’s ballot or a person on such list by making this challenge and the reasons for the challenge known to the inspectors of election before the close of the polls.
EARLY MAIL BALLOTS: Requests for early mail ballots may be applied for by calling the District Office at 607-687-8000 between the hours of 8:00 a.m. and 3:00 p.m. or via email to kroberts@tiogacentral.org. Such requests must be received by the District Clerk at least seven (7) days before the vote set in this notice, if the ballot is to be mailed to the absentee voter, or the day before the vote, if the ballot is to be issued personally to the early mail voter. Early mail ballots must be received in the Office of the Clerk of the District not later than 5:00 p.m. on the date of the vote. A list of all persons to whom early mail ballots have been issued will be available for inspection in the District Clerk’s Office during regular office hours which are between 8:00 a.m. and 3:00 p.m.
MILITARY VOTERS: Military voters who are qualified voters of the District may apply for a military ballot by requesting an application from the District Clerk at (607) 687-8000 or kroberts@tiogacentral.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application not later than 5:00 p.m. on November 21, 2025, the date twenty-six (26) days before the vote day. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. In order to be counted, military ballots must be received by the District Clerk no later than 5:00 p.m. on the day of the vote.
Military ballots will be mailed or otherwise distributed no later than 25 days before the vote. As noted above, military ballots must be received by the District Clerk by 5:00 p.m. on vote day and showing a cancellation mark of the U.S postal service or a foreign country’s postal service, or showing a dated endorsement of receipt by another agency of the U.S. government or signed and dated by the military voter and one witness thereof, with a date which is ascertained to be not later than the day before the vote. A list of all persons to whom military ballots shall have been issued will be available for inspection by qualified voters of the District, upon request, until the day of the Special School District Meeting and Vote.
